Job
Title: HUMAN RESOURCES OFFICER (1 Position)
Main
roles and responsibilities for this position :
1. Personal
initiative

-Undertake personal leadership in work taking personal responsibility for
ensuring tasks are followed up and that people are working together. Respect
and use the management systems hi place within the PMO. Undertake team work and
seek to promote good cultural values to create an effectively functioning team;
2. Support— Support planning
mechanisms and processes for, the institution and undertake effective
.prioritization and planning of personal tasks. Work closely with the Dir. HR
and Administration and other staff to ensure that the HR activities are
implemented;
3.0verseeing
Strategic Issues

—Establish and work with a network of stakeholders and partners related HR
related activities. Regularly link up with the MIFOTRA, PSC, NCBS, MINECOFIN,
BNR and other stakeholders.
4. HR Activities – Ensures all
regulations and Health and Safety at Work. Maintaining all staff records
including procedures for personnel •work grievances, handling staff requests,
etc.
5. Preparation of
staff remuneration:

Prepare staff salaries and regular timely declaration of statutory contribution
to Rwanda Revenue Authority, RSSB, and Conducting prompt follow up of salaries
with MINECOFIN, National Bank of Rwanda.
6. Deliver High
Quality

Ensuring that the quality of work produced is of high quality. This will
involve working with other staff and ensuring that data and information
received is fully analyzed before deliver to the supervisor;
7.
To perform any other duties assigned to him/her in the institution.
Job requirements,
qualifications, experience, and personal attitudes:
AO
in Management, Public Administration, Human Resources Management and
Administrative Sciences.
Key Technical Skills
& Knowledge required:

Deep knowledge of Rwandan public service and labor law;

Knowledge in Conflict Management;

knowledge of the regulations applying to payroll procedures;

Knowledge of human resources concepts, practices, policies, and procedures;

Problem Solving Skills, Computer Skills, Judgment & Decision Making Skills;

Time management and High analytical Skills;

Interview Skills;

Team working Skills;

Fluent in Kinyarwanda, English and/ or French; knowledge of all is an
advantage.
