The Ministry of Finance and Economic
Planning inspires to become competent and efficient Ministry that generates
sound and visionary economic policies that promotes best practices in strategic
planning, financial accountability, resources allocation and Aid coordination
among others. Also MINECOFIN is mandated to coordinate and promote the
management of public finances and economic governance. To fulfill the above,
MINECOFIN has put in place an appropriate organizational structure that aims at
strengthening the institutional capacity in order to deliver to’ its mandate:

From the above background, the Ministry
of Finance and Economic Planning wishes to recruit capable Rwandans to occupy
the following positions.

3 Fiscal
decentralization Officers at MINECOFIN. -CLOSE 19.6.2015

Key duties and
responsibilities

Reporting to the Director of Fiscal
Decentralization Unit, the Fiscal Decentralisation Officer will be responsible
for the following:

• Define and update the Local Governinent
Fiscal Framework;

• Update and participate in the
preparation of LG tax law and regulations

• Providing technical assistance to local
administrations in preparing, executing and reporting on their budgets;

• Providing districts with technical
support to ensure that they are able to mobilise their own resources;

• Prepare budget and transfer guidelines;

• Monitoring and analysing consistency of
local government budget execution with national budget;

• Monitoring the implementation of
Organic Law on State Finances and Property aspects of local budget
administration;

• Developing the legal framework for
fiscal decentralisation;

• Assisting in the development of the
districts’ planning and budgeting-guidelines;

• Providing technical assistance to line
ministries in defining and monitoring earmarked transfers;

• Assist in developing a framework for
fiscal transfers from central government to local adm inistration;

• Developing districts MTEF format,
budget format and budget execution reporting format;

• Prepare and submit weekly flash reports
showing the activities done during the week and priorities for next week;

• Perform any other duty as by the
hierarchy;

Skills and
Competences required

• Substantive knowledge of the fiscal
decentralisation policy and intergovernmental fiscal relations in Rwanda;

• Understanding of the Local Govemment
Public Financial Management system;

• Understanding of the budget policies
and their implementation in line with local government budget processes;

• Outstanding interpersonal skills;

• Ability to work under pressure and
tight deadline;

• Creative, proactive, customer focussed,
solutions led and outcome driven Skills;

• Strong oral and written communication
skills in Kinyarwanda, English and/ or French; knowledge of all is an
advantage;

• Good analytical and problem solving
Skills;

Qualification
required

Undergraduate Degree in Economics,
Finance, Public Finance and Management. Post graduate qualification in any of
the mentioned fields is an added advantage.
