What
can I expect in this role?
Reporting
to the Assistant Deputy Minister, you will:
  • Provide
    leadership on priority setting that aligns with the
    development/implementation of strategic frameworks that will build the
    ministry’s capacity to develop evidence based environmental standards,
    including standards initiatives that support environmental regulations.
  • Direct
    the provision of research of current and emerging best practices in the
    development of environmental standards in other jurisdictions (national
    and international) to assess their applicability to Ontario and lead
    critical change in the development of Ontario’s environmental standards
    based on an understanding of Ontario’s industries and business
    complexities.
  • Work
    with partners across the ministry, provincial and federal agencies,
    industry, academic institutions and the public to develop relevant
    environmental standards and to provide strategic advice regarding the
    application of standards to influence and support decisions.
  • Direct
    the provision of general technical scientific and engineering advice to
    stakeholders (e.g. ministry compliance and policy divisions, other
    provincial and federal government agencies) in support of program and
    policy development and with respect to environmental contaminants and
    threats.
  • Direct
    the development and implementation of evaluation methods used to measure
    outcomes/impacts of branch projects/programs and services.
  • Develop
    strong relationships with clients and stakeholders that are sustainable
    including building strong linkages with environmental subject matter
    experts, federal and municipal partners and First Nations communities.
How
do I qualify?
Senior
operational leadership:
  • You
    have proven success building, leading and mentoring high performing
    multi-disciplinary teams of scientists and engineers in toxicology,
    hydrology, pesticides, soil, biota, air contamination, noise, technology,
    and regulatory compliance.
  • You
    are a strategic leader who fosters an inclusive workplace culture and are
    able to promote active contribution/innovation/collaboration from staff to
    deliver a high standard of performance.
  • You
    have demonstrated political acuity and well-developed ability to build and
    maintain partnerships, develop trust and positive working relationships
    with clients and internal/external partners, executives and ministry
    personnel.
Relationship
management:
  • You
    have proven experience managing complex relationships which include
    multiple external stakeholders internal and external to the OPS.
  • You
    have demonstrated experience using consultative techniques to build strong
    linkages with your partners and have demonstrated experience communicating
    complex and sensitive information to senior leaders.
  • You
    have demonstrated experience working within a client service operational
    framework, with proven ability to foster a client-first focused
    environment.
Change
management:
  • You
    have a proven track record of strategic thinking, innovation and effective
    decision making, enabling you to contribute to operational modernization
    as it relates to the ministry’s objectives and long term strategic
    direction.
  • You
    have successfully built/developed teams and demonstrated agility in a
    change scenario where you have used your influence skills to obtain buy-in
    from your change agents.
  • You
    have demonstrated capabilities to drive change in an operational
    environment and obtain collaborative buy-in from internal and external
    stakeholders, colleagues and staff.
Job
specific:
  • You
    have proven experience spearheading transformational projects utilizing
    current project management methodologies/principles and have an in-depth
    understanding of the broader public sector including the organizational
    structure of the Provincial Government.
  • You
    have a strong technical background in environmental science theories and
    principles, including a demonstrated ability to utilize multilateral
    scientific expertise, and significant knowledge in industrial compliance
    settings, best available industry practices and technologies, health and
    environmental standards.
  • You
    have knowledge of the interpretation and application of government
    legislative authorities, regulations, policies related to Environmental
    Regulations, Occupational Health & Safety Act, Environmental
    Management System, Emergency Management and Civil Protection Act and
    Emergency Response Directives.
Mandatory:
  • You
    are a qualified licensed Professional Engineer (P.Eng.) and are registered
    with Professional Engineers Ontario, preferably within the environmental,
    chemical or biotechnology engineering fields.
Location: Toronto – Permanent
Salary
range:

$115,000 – $131,450 per year
