Ministry of Agriculture Institutional Specialist Job Vacancy in Liberia

The GoL requested the International Fund for Agricultural Development (IFAD) to contribute to the Liberia Agriculture Sector Investment Program (LASIP), particularly Program 1: Food and nutrition Security, Sub-Program 3: Smallholder Tree Crops and Agro-forestry Development. The Executive Board of IFAD approved the “Smallholder Tree Crop Revitalization Support Project (STCRSP) in December 2011. The project will enable Liberia to take advantage of the positive international market trends on demand and prices
for cocoa and coffee. The project will focus on both production and marketing in an inclusive manner through a value-chain and market-oriented approach. STCRSP will foster production of high quality produce and will support smallholder farmers in linking with the market in order to receive higher price for their produce, increase their income and improve their livelihoods. The STCRSP will be implemented over 5 years. The total cost of the project is USD24.26 million.

JOB DESCRIPTION:
The Institutional Specialist will be responsible for management of Component 3 of the project (Institutional capacity building) and for ensuring performance of the NGOs/Service providers hired to implement the activities under this component.

Specific Duties:
• Responsible for the coordination and supervision of the Component 3 of the project, Institutional capacity building;
• Provide guidance to NGOs/Service providers hired to implement the activities and oversee the overall process of selection of target cooperatives and beneficiaries in close collaboration with the County authorities (CAC, DAOs, County administration, etc.);
• Liaise with other relevant programmes and technical departments in the Public sector at state level the Ministry of Agriculture;
• Contribute to the Design of the overall training and equipment of CAC, DAOs and Cooperatives;
• Contribute to the drafting of periodic project progress reports at state level;
• Contribute to the annual work plan and budget for component 3;
• Work in close collaboration with the PMU staff;
• Undertake other activities as requested by the Project Coordinator of STCRSP, Director of the PMU and the Minister of Agriculture.

JOB REQUIREMENT:
• Masters degree in Economics, Sociology or other related discipline;
• Minimum of 5 years post-qualification experience, including at least 2 years in implementation of projects integrating strengthening of Farmer Organizations and Gender issues;
• Knowledge in participatory approaches, and gender mainstreaming;
• Proven record in the field of project implementation integrating strengthening of public and farmers based institutions and Gender mainstreaming activities/strategy;
• Good writing skills and computer literacy will be an advantage.
