Revitalization Support Project (STCRSP) in November 2011.
STCRSP specific objectives are:
(i) increase the quantity sold and price received by poor farmers for cocoa and coffee by rehabilitating plantations,
(ii) improving access to markets through rural roads rehabilitation and maintenance system development; and
(iii) strengthening Ministry of Agriculture (MOA) and/or private extension services as well as Farmers Based Organizations. The MOA wishes to recruit highly motivated project staff to implement the STCRSP and the ongoing Agriculture Sector Rehabilitation Project (ASRP). The project staff will be anchored in the Project Implementation Unit (PIU) of the MOA Program Management Unit (PMU). The incumbents will be awarded 1 year contracts, renewable every year on the basis of satisfactory performance, for a maximum duration of 5 years. Job Description:
The Institutional Specialist will be responsible for management of Component 3 of the project (Institutional capacity building) and for ensuring performance of the NGOs/Service providers hired to implement the activities under this component.
Specific Duties:
• Responsible for the coordination and supervision of the Component 3 of the project, Institutional capacity building;
• Provide guidance to NGOs/Service providers hired to implement the activities and oversee the overall process of selection of target cooperatives and beneficiaries in close collaboration with the County authorities (CAC, DAOs, County administration, etc.);
• Liaise with other relevant programs and technical departments in the Public sector at state level the Ministry of Agriculture;
• Contribute to the Design of the overall training and equipment of CAC, DAOs and Cooperatives;
• Contribute to the drafting of periodic project progress reports at state level;
• Contribute to the annual work plan and budget for component 3;
• Work in close collaboration with the PMU staff;
• Undertake other activities as requested by the Project Coordinator of STCRSP, Director of the PMU and the Minister of Agriculture.
Qualification and Experience:
• Minimum Bachelor degree (Master Preferred) in Economics, Sociology or other related discipline;
• Minimum of 5 years post-qualification experience, including at least 2 years in implementation of projects integrating strengthening of Farmer Organizations and Gender issues;
• Knowledge in participatory approaches, and gender mainstreaming;
• Proven record in the field of project implementation integrating strengthening of public and farmers based institutions and Gender mainstreaming activities/strategy;
• Good writing skills and computer literacy will be an advantage.
