a value-chain and market-oriented approach. STCRSP will foster production of high quality produce and will support smallholder farmers in linking with the market in order to receive higher price for their produce, increase their income and improve their livelihoods. The STCRSP will be implemented over 5 years. The total cost of the project is USD24.26 million.
STCRSP specific objectives are: (i) increase the quantity sold and price received by poor farmers for cocoa and coffee by rehabilitating plantations, (ii) improving access to markets through rural roads rehabilitation and maintenance system development; and (iii) strengthening MOA and/or private extension services as well as Farmers Based Organizations.
JOB DESCRIPTION:
• Provide leadership for the preparatory activities and implementation of the infrastructure interventions progress, especially Farm to Market Roads, in according to the works schedule;
• Develop a detailed action plan to implement the various activities proposed under the component in close consultation with the key stakeholders;
• Participate in the selection of contractors and consultants as per the Programme Implementation Manual (PIM) and oversee the work of these service providers;
• Identify the target communities using the eligibility criteria developed for the component. Relevant agencies such as County Administration, County Resident Engineer, Hifab and cooperatives will participate in this process;
• Lead the supervision of the construction/rehabilitation of feeder roads under component 2 implemented by Hifab and the selected contractors;
• Ensure the timely procurement of equipment and machineries for the implementation of component 2;
• Oversee that training and capacity building activities related to the infrastructure aspects of component 2 are implemented;
• Establish infrastructure management and maintenances procedures;
• Supervise and support staffs working with him/her;
• Provide technical guidance to participating institutions on the approach of carrying out their functions related to the infrastructural aspects of the STCRSP;
• Ensure that Hifab give necessary technical support to the participating organizations by working closely with them and contribute to the Project;
• Responsible for establishing modalities for coordination and proper working relationship with participating institutions;
• Supervise the Resident Engineer in preparing measurement of works and certificate of payment for all infrastructure activities;
• Ensure proper management, timely utilization and reporting of the budget for the component 2 is undertaken by the PMU;
• Assist the PMU in ensuring that the project focus on the poorest of the poor, especially women, is pursued;
• Undertake other activities as requested by the Project Coordinator of STCRSP, Director of the PMU and the Minister of Agriculture.
JOB REQUIREMENT:
• Master’s in Civil Engineering with strong background of practical experience in agricultural related engineering civil works contributing to rural development;
• Five years of practical experience in agricultural and/or rural development projects, particularly in agricultural value chain infrastructure development.
