This program includes other sub-programs related to:
• Promotion of farmers’ organizations and capacity strengthening of producers;
• Restructuring extension services for producers and promotion of rural innovation
• Rural innovation and research for development;
• Rural financial systems and development of agricultural loan.
The Program manager will be reporting to the Permanent Secretary, he/she will be responsible for all matters pertaining to the effective implementation, management and coordination of activities and stakeholders under Program 2.
The successful candidate will also be responsible for the performance of Program staff in their respective projects/units. Specific focus will be on the following main activities:
• Promoting Farmers’ organizations by strengthening their leadership, management and marketing skills;
• Strengthening capacities of producers to meet the demands of moving from subsistence farming to agro-business;
• Restructuring extension services for producers
• Promoting rural innovation and research;
• Developing rural financial systems
Specific Duties will include the following:
• Responsibility for coordinating all players in Program 2, particularly for overseeing implementation of activities and objectives by projects, government entities, and other implementation stakeholders (donor partners, civil society, and private sector);
• • Ensure that all activities are aligned with the SWAp and facilitate the smooth integration of project
Implementation Units into Ministry structures;
• Supervise all actors under the program for effective service delivery
Required Profile:
This is a high level professional position with a highly demanding mission to attain the desired outputs of specific Program 2 of PSTA II. Professionals with strong organizational and managerial experience are required. A solid understanding of the Program area and of the Agriculture development sector, preferably in the East African or Great Lakes Region, is highly commendable.
Other requirements are as follows:
• Hold a university degree in one or more of the following:- Project Management, Business Management/Administration, Organisational Development and any other relevant qualifications appropriate to the priority Program 2 (agronomy, agro-economics, agriculture cooperative development, development economics, rural agriculture development, etc.) will be an added advantage.
• Five (5) years work experience at least in the management of projects in reputable institutions preferably with international multi- and/or bilateral development cooperation organisations; familiarity with policies and procedures of donors would be an added asset.
• Experience in the implementation and oversight of projects and programs and in the M&E and reporting of such activities.
• Have a high degree of competency in English is essential, while working knowledge of French and/or Kinyarwanda would be an added advantage.
• Computer literacy is essential with a good working knowledge of Microsoft Word, Excel and PowerPoint, email and internet; knowledge of other specialised software (MS Access, MS Project, etc.) would be an advantage.
• Proven experience, ability of working in multi-disciplinary teams, and capacity of supporting professional human resource development of other team members and stakeholders in the agriculture sector.
• Should also have excellent PR, skilled in team building, communication, interpersonal relationships, influencing and negotiation skills.
