Assistant
The Environment and
Natural Resources (ENR) Sector is a diverse one, encompassing sub-sectors
(Environment, Lands, Forestry, Mines, Water resources) and linked in a complex
way to other sectors (health, agriculture, energy, tourism, housing,
macroeconomic management, gender and social development, etc). One of the main
challenges that constrain effective implementation of the sector strategy is
coordination both of programming and funding and activity implementation.
The Ministry of
Natural Resources invites qualified candidates for the posts of Programme
Manager and Programme Assistant. The Five (5) years programme will provide
support to build the institutional capacity of the ministry to it can
effectively deliver on its mandate and ensure the Environment and Natural
Resources Strategy is implemented.
The need for ENR-SWAp
secretariat to continue coordinating the ENR sector is enormous most especially
as we will be implementing the identified priority policy actiont in the Second
generation of EDPRS 2 period. Furthermore, the ENR-SWAp Secretariat rote of
effective sector coordination will be • of great importance in the
implementation of newly developed national strategy of Green Growth and Climate
Change Resilience.
It is against this
background that the Ministry of Natural Re-sources (MINIRENA) requires services
of Programme Manager and Programme Assistant for smooth management and
implementation of programme activities.
1)
Programme Manager
Roles and
responsibilities
- Provide
oversight and guidance to the programme management unit (PMU) on all
matters pertaining to the smooth implementation of the programme - Ensuring
Effective functioning and coordination of Environment arid Natural
Resource sector through a Sector Working Groups (SWGs) and
Technical/Thematic Working Groups (TWGs); - Reviews
reports and documents concerning the prog-ress of collaborative programs,
determines bottlenecks and recommends alternative courses of management
action - Participates
in and supports the Coordination of an-continuous dialogue on sector
policy issues; - Participates
in and supports the development’ of country strategies and coordinates
with other development partners; - Supports
the coherence of bilateral and multilateral cooperation within the ENR
Sector Support Programmes - Prepares
appropriate input to the various programme reports/publications including
Quarterly, semester and annual reports; contributes to other reports
required by MINECOFIN and MINIRENA’s Development Partners; - Supports
research and study activities on policy topics that will benefit
collaborative programmes; - Be
responsible for ensuring that the programme produces the results specified
in the results frame work to time and budget - S(he)
will liaise and work closely with all partner institutions and will be
accountable for the quality, timeliness and effectiveness of all programme
activities as well as for the cost effective use of funds - Prepare
all quarterly progress reports, work plans and budgets which will reviewed
and acceptable by all partners; - Be
responsible for financial oversight annual assess—ments and reviews, rid(
monitoring and reporting, knowledge management as well as co-ordination of
consultants - Perform
any other duties assigned to him or her by the PS
Qualification and
Experience
- Master’s
degree or Bachelor’s with six (6) years of experience in a relevant field
(Natural Resources, Economics, Environmental Economics, Development
Studies, Public Administration and Environment related studies, Programme
and Project Management - A
minimum of 6 years experience of managing programmes or projects in
environment and natural resources or related fields ° Strong skills in
Planning, Coordination and Management of complex programmes and processes;
- Sound
policy understanding of the global concerns and discussions on
Environment, Climate Change and Natural Resources management - Ability
to collaborate smoothly with a wide range of stakeholders, including staff
from the government, line ministries, local governments and development
partners - Ability
to take initiatives and work independently - Excellent
conceptual and analytical abilities - Strong
communication and interpersonal skills - Capacity
to build up good relationships and transfer knowledge and skills to
counterparts in the programme and Ministry - Good
team leadership mentoring and conflict resolution skills

Programme Assistant
Roles and
Responsibilities
- Support
in ensuring that the programme produces the results specified in the
results frame work to time and budget - Facilitate
Effective functioning and coordination of Environment and Natural Resource
sector through a Sector Working Groups (SWGs) and Technical/Thematic
Working Groups (TWGs) - Facilitate
all ENR Sector Working Group SWG and Technical Working Group meetings to
review and discuss the achievements and challenges related to EDPRS II/CPAF
performance, based on the ENR sector performance and budget execution
reports - Support
in organizing and preparing effective joint sec-tor reviews (JSR), back
ward and forward looking JSRs - Assist
in the preparation end follow-up of Environment and Natural Resources
(ENR) strategic plan - Monitoring
the implementation of Sector Strategic Plan for the ENR sector - Providing
technical assistance in analyzing sector policies, strategies, programmes
and plans to ensure they are aligned to national priorities but not
limited to ED-PRS II, MDS and, vision 2020. - Support
and follow up the implementation of Result based M&E for the ENR
sector and assist in moving to-wards result based planning and budgeting - Facilitate
the sharing of information related to environment and natural resources
across agencies, betwixt government and development partners and all other
concerned stakeholders - Ensuring
that linkages between the ENR SWG and TWO are functioning effectively - Assist
in organizing ENR sector Joint monitoring field visits to monitor progress
of the implementation of sec-tor priority programmes as part of joint
sector review or separate - Assist
in the preparation of progress reports and financial reports on the
project
Qualification and
Experience
- Master’s
degree in Environmental Economics, Natural Resources or environmental
science; - Knowledge
of the realities of development partners, do-nor institutions, government
agencies, and the not-for-profit organization in Rwanda is preferred; - Bachelor
degree in Environmental Economics, Natural Resources or Environmental
science with 2 years of relevant working experience; - Prior experience with Sector Wide
Approach (SWApl frameworks and processes, highly desirable; - Working
language is English. French language skills are an advantage - Strong
communication and interpersonal skits
Station:
Both Programme
Manager and Assistant will be stationed at MINIRENA Head office with frequent
visits to field work areas
Duration
of the contract
Five years
(full-time) with possibility of extension
