ORGANIZATION
AND CONTEXT
Microjustice4All
(MJ4All) is a Netherlands based non-governmental organization dedicated to
legally empower the poor and excluded. By providing people with legal
documentation and enabling them to live under the shelter of the law and enjoy
the protection and opportunities it affords, Microjustice4All helps them to get
out of the poverty cycle. Through the provision of legal documentation,
awareness-raising activities, local capacity building and evidence-based
lobbying, we aim to enable all people to participate in society and encourage
them to be self-reliant.
MJ4All
helps to set up local legal infrastructures (Microjustice Country
Organizations) that provide services to obtain legal documents with a focus on:

Birth certificates and various civil documents to enable access to e.g.
education, health care, social benefits, microfinance and voting;
·
Housing and land registration for property protection, access to
collateral and investment opportunities;
·
Setting up businesses, cooperatives and other legal entities, and
drafting contracts to increase income-generating activities and civil society
participation; and
·
Legal issues related to the above, mostly related to family law and
inheritance matters.
Currently,
MJ4All is coordinating Microjustice Country organizations in Latin America
(Bolivia, Peru and Argentina), Africa (Kenya and Rwanda) and Europe (former
Yugoslavia: Serbia/Croatia), and is seeking to expand its MJ4All network.
Microjustice
Rwanda has been active as an NGO since 2012, focusing on cross-border trade and
start-up businesses. Currently, Microjustice is implementing a project focusing
on women, and a Microjustice Company is being set up in Rwanda to focus on the
service provision part of the program.

POSITION
AND RESPONSABILITIES
The
Legal Head will cooperate closely with the MJ4All consultants and Microjustice
Rwanda NGO to develop the legal and service delivery component of a sustainable
Microjustice infrastructure that is being set up in urban and rural areas of
Rwanda (Gicumbi and Kigali). This includes supporting the registering and
setting up a legal entity in Rwanda, researching and analysing the Rwandan laws
and procedures for the development of legal services with a focus on the legal
needs of women, forming and maintaining good relationships with the relevant
government institutions. The main focus of the work is to set up legal outlets
and ensure that services are delivered in line with Microjustice concept,
methodology and principles.
TASKS
AND DUTIES
·
Setting up MJ4All Rwanda Company: support to register a legal entity
that will become a sustainable social business for legal service provision.
·
Supporting MJ4All Rwanda in the use of the MJ4All method:
o
Product development: based on the results of the needs assessment, write
product manuals, models and other needed documents to provide legal services.
o
Recruitment and training:in order to set up the Legal Department,
recruit and train interns (legal facilitators and case managers) in relevant
laws and procedures according to the MJ4All methodology.
o
Coordination and supervision: guarantee optimal quality of the legal
services of the Legal Department, supervise and coordinate the work of the case
managers.
o
Service distribution network: support the creation of service
distribution networks, including public and private institutions, and the
development of legal awareness raising campaigns.
o
Lobbying: based on the practical experience, conduct lobbying and
advocacy activities with relevant public institutions in order to eliminate
legal obstacles.

Carry out any other task that may be required.
QUALIFICATIONS
& Requirements
·
University degree in Law (preferably business law, familiarity with family law,
land rights, and succession and inheritance)
·
A minimum of three years of experience working in the Rwandan legal sector
·
Prior experience working with clients
·
Prior experience in business development, setting up a proven successful
business / legal entity in Rwanda is an advantage

Strong practical knowledge of Rwandan laws, procedures and the legal system and
sector
