Job Title: Deputy HR/Administration Manager
Band: 8 (b)
Base: Monrovia
Reports to: HR Manager
Supervises: HR/Admin Officer and Admin Assistant

Working hours: Monday to Fri 08.00am – 5.00pm (to a maximum of 48hrs a week).
Saturdays, Sundays and Holidays upon on request
To provide efficient and effective Human resource management and administrative support to the Merlin Liberia programme

Overall mission:

Responsibilities and duties:
Responsibility 1: International Staff Recruitment
•Proactively ensure the effective and timely recruitment process for international positions by filling in the Authorization to Recruit forms, having these authorized and sent to HQ in a timely manner, in liaison with the HR Manager;
Facilitate and ensure that international staff shortlists are disseminated to the CMT in a timely manner;
• Organize and make arrangements for the international staff interviews, in coordination with the HR Manager and the panellists;
• Ensure that all international positions are advertised in country and a database set up to support the programme effort in succession planning.

Responsibility 2: Human Resources
•Maintain the monthly staff lists for all locations (including a consolidated programme staff list), keeping track of starters and leavers while gathering data on reasons for exit;
• Ensure that the database for the programme national staff members is consolidated and updated on a monthly basis and the information sent to the HR Manager by the 10th of the succeeding month;
•Advise all staff on HR issues and on Labour Law when necessary, liaising with Merlin lawyer when appropriate;
• Liaise with other HR professionals in the INGO sector and keep management and staff updated on changes in HR law and practices;
• Represent the HR Department and offer advice on disciplinary, grievance and separation issues as and when required;
• Ensure smooth and timely dissemination of information and response to queries related to HR and Administration.

Responsibility 3: Performance Management and Learning and Development
•Ensure that line managers and staff appreciate the importance of the Performance Management system as a basis of enhancing organisational performance;

Responsibility 3: GoL/INGO Reporting/Liaising
•Prepare and finalize quarterly reports to MOL for Merlin Liberia;

Responsibility 4: Team management
•Plan and supervise the activities of the supervisees providing support when necessary;

Responsibility 5: Administration
•Ensure accurate filing of administrative documents concerning national employee and Expats, including soft copies on the server and hard copies in cabinets;
•Prepare necessary documentation for tax clearance certificate, duty free exemption and any other tax issues when arising and follows up with the MOF/Revenue.

Others:
•Perform other tasks as required by the line manager;

Essential Requirements:
•3-4 years experience in Human resources management and administration;

Desirable Requirements:
• Coaching skills;
• Experience in working with partners and capacity building;
• Experience in working with the government institutions, in the HR and Administration.

As MERLIN is working in a constantly changing humanitarian aid environment, reasonable specific work duties may be requested that may not fit into the above job description, but which will help promote over all programmes goals and aims. Similarly while work on weekends will not normally be required, requests to do so should be regarded as falling within the 48hr working week stipulated within MERLIN’s standard working contract, of which this job description forms a part.
