Médecins du Monde MdM Seeks a REGIONAL TRAINING AND RESOURCE CENTRE COORDINATOR (M/F) for Tanzania/Kenya

been caring for the most vulnerable populations at home and abroad. It has
continued to highlight obstacles that exist in accessing health care and has
secured sustainable improvements in health-for-all policies. Those working for
this independent organisation do not solely dispense care and treatment but
condemn violations of human dignity and rights and fight to improve matters for
populations living in precarious situations.
MdM currently works in 46 countries across all
continents where it focuses on 4 priority areas: caring for the health of
migrants and displaced persons, promoting sexual and reproductive health,
com

bating HIV and reducing the harm and risks associated with drug use, crises
and conflicts.

Harm reduction in Dar Es Salaam
MdM has been working in Tanzania since 1992 on
HIV/AIDS development projects. Since 2010 MdM has implemented a Harm Reduction
program in Temeke District focused on HIV and Hepatitis prevention among
Injecting Drug Users (IDUs). Since the pilot phase ended in 2013, MdM program
now focuses on scaling up harm reduction across the city of Dar es Salaam
through its strengthened training and resource center which proposes notably
technical assistance to partners. MdM has entered in partnership not only with
MoHSW and the municipality of Temeke but also with other NGOs, the main one
being MUKIKUTE.
Harm reduction in Nairobi
In Kenya the program started in 2012. In 2014 the
program will focus on:
  • A Drop In Centre (DIC) & outreach services
    offering prevention and access to HIV, HBV, HCV and STI testing/care and
    treatment + referral system
  • Empowerment of self-help support groups and
    networks
  • Capacity building of local, national and regional
    stakeholders
  • Advocacy campaigns/workshops for the promotion of
    an adapted and holistic approach to HR services
TASKS AND RESPONSIBILITIES:
Regarding the TRC Coordinator’s position, the
following priorities have been set:
  • To develop the pedagogical tools dedicated to
    TRC’s activities (mainly training for medical partners, capacity building
    for NGOs, raising awereness at all community / public opinion level)
  • To capitalise on the existing tools and good
    practices
  • To promote the diffusion of Harm Reduction
    approach in Eastern Africa through partners and interns
The TRC Coordinator works under the direct supervision
of the Tanzania General Coordinator and brings occasional support to the Kenya
program and mission. The position is based in Dar Es Salam with regular trips
in Kenya. In Kenya, the TRC Co works under the responsibility of the Kenya-Somalia
Gen Co.
Your main responsabilities will be:
At the regional level
  • To ensure the quality of the training component
    of the programs and standardise full pedagogical approach of the TRCs
    (alongside with the respective tools/training plans/evaluation) for
    Tanzania and Kenya
  • To set up strategy of MdM in terms of
    dissemination of HR model in Tanzania, Kenya and Eastern Africa in
    collaboration with General Coordinators (Tanzania / Kenya), Program
    Coordinators (Tanzania / Kenya) and HQ
In Kenya
  • To help the HR Nairobi team (via regular travel
    and distant support) to build its training strategy curricula and plan
In Tanzania
  • To lead the development of the HR Tanzania
    training strategy curricula and plan
  • To coach TRC manager in management tasks,
    prioritisation and planning
  • To develop resources (job aids for OWs,
    guidelines for medical staff, policy briefs)
  • To set up partnerships with other (training)
    institutions in Tanzania; to find and train external trainers; to build
    training capacity of local partners & involve them in TRC
  • To set collaborative priorities and make
    realistic plan for TRC with focus on technical assistance to implementing
    partners
  • To support TRC manager, trainers and peer
    educators to better organise training sessions (especially needs
    assessment, adults training methodologies, evaluation)
  • To contribute to developing blog/webpage for the
    TRC (similar to the knowledge hub website), as well as brochures promoting
    training offer;
  • To review work of the editorial team and
    consultant on IEC materials and collaborate on designing new relevant
    materials for the TRC
  • To work with liaison officer on the content of
    the training for the HR NGO Forum meetings
  • To lead work on documentation of the HR models
    MdM supported in Tanzania (1-MUKIKUTE/national NGOs HR programmes; 2-Harm
    Reduction centre run by municipal council)
  • To link with Coordinators and legal officer for
    sensitization of police officers
Internships in Tanzania
  • Hosting visits to MdM HR program for
    (inter-)national guests
  • To design level 2 internship; to develop the
    interns ‘’kits’’ (on model ILN project); to develop alumni network
  • To increase impact of internships by more
    thorough follow up, focussing on networking & resource mobilisation,
    to propose evaluation tools and “replication” scenarios with trainees
General
  • To participate in program proposal and reports
    writing, in writing, in preparation and follow up of the programs budgets
    both at regional and national level
  • To participate to the elaboration and development
    of the regional strategy

SKILLS AND EXPERIENCE NEEDED:
  • Professional Experience
  • Extensive experience in Harm Reduction
    Programming (5 years)
  • Extensive experience in building pedagogical
    tools and curricula
  • Extensive experience in training adults
  • Experience of building capacity of NGOs
  • Experience in working with multidisciplinary and
    multicultural teams
Required Skills
  • Extensive theoretical and practical background in
    adults training, pedagogy
  • Good knowledge on Harm Reduction, HIV/AIDS and
    hepatitis C prevention, care and treatment
  • Excellent knowledge of raising awareness technics
    and communication
  • Proven experience in capacity building with
    multicultural partners
  • Knowledge of monitoring and evaluation
  • Good computer skills including MS Word and Excel

  • Writing reports and proposals
