Cooperative Agreement operating in 24 high priority countries to introduce and
support high-impact health interventions with the ultim
ate goal of ending
preventable child and maternal deaths within a generation. The Program is
focused on ensuring that all women, newborns and children most in need have
equitable access to quality health care services to save lives. USAID’s MCSP
supports programming in maternal, newborn and child health, immunization,
family planning and reproductive health, nutrition, health systems
strengthening, water/sanitation/hygiene, malaria, prevention of mother-to-child
transmission of HIV, and pediatric HIV care and treatment. USAID’s MCSP engages
governments, policymakers, private sector leaders, health care providers, civil
society, faith-based organizations and communities in adopting and accelerating
proven approaches to address the major causes of maternal, newborn and child
mortality such as postpartum hemorrhage, birth asphyxia and diarrhea,
respectively, and improve the quality of health services, from household to
hospital.
Quality Improvement and Scale-up Advisor who will work as an integral part of
MCSP Rwanda’s M&E team. The Quality Improvement and Scale-up Advisor will
report to the Learning and Quality Improvement Lead for the Ending Preventable
Child and Maternal Deaths (EPCMD) program under MCSP in Rwanda. Rwanda’s MCSP
aims to reduce child and maternal mortality through increased coverage and
utilization of high-impact low cost reproductive, maternal, newborn, and child
health (RMNCH) interventions and innovative new approaches and to strengthen
the capacity of the Ministry of Health (MOH) to manage and scale up high-impact
RMNCH interventions. Quality Improvement and Scale-up Advisor will provide
technical assistance in the roll-out and scale up of quality improvement
strategies.
- Assist in development
and implementation of quality improvement approaches and tools in
alignment with Ministry of Health and MCSP guidelines
- Provide technical
leadership and guidance to technical and program staff in quality
improvement activities per technical area and district to correctly
identify and address gaps
- Ensure documentation
of quality improvement activities, trainings, improvements, assessments
and data, including timely reporting to USAID
- Ensure that Health
Care services provided by district health facilities comply with Quality
standards to ensure that services meet requirements of accreditation
program and meet client expectations and acceptable clinical standards.
- Assist in the
development and testing approaches for quality and performance improvement
and/or human resources development according to the local context
- Apply quality
standards to ensure that health services meet accreditation program
requirements, as well as meet client expectations
- Ensure learning
activities are implemented in a timely manner and according to protocol
- In collaboration with
the Learning and Quality improvement team lead, work with the MOH to
employ process documentation for learning activities
dissemination of learning activities
- Conduct technical
debriefing meetings with the technical teams to present advances in the
learning and quality improvement agendas
- Coordinate with the
administrative and technical teams for the reproduction and distribution
of learning materials
- Monitor, analyze and
synthesize MCSP’s contribution to the national achievement of EPMCD
- Advise technical teams on the relevant
M&E systems based on needs, MoH requests and MCSP and USAID
requirements and standards.
- Work with program staff to ensure that
lessons learned from project and program evaluations create new learning
that influence quality of service provision.
- Establish and maintain good working relations
with the relevant MoH technical working groups, as well as other
higher-level stakeholder groups.
- Contribute to annual
planning process
- In collaboration with program staff and
M&E team, ensure that necessary quality improvement planning,
budgeting, and management activities occur to facilitate smooth and
efficient program functioning
- Monitor and track improvements and progress
towards quality goals
- Manage the Collaborative improvements approach
in project supported districts to reinforce the peer review process
through sharing lessons learned and best practices adopted to
continuously bridge performance gaps.
- Provide input for study reports, journal
articles, conference posters or presentations to disseminate the findings
of the learning/research activities
- Assist the M&E Learning and QI Lead in
results reporting to USAID by providing written documentation on the
Learning Agenda indicator results for progress and annual reports.
- Ensure high-quality implementation,
consistent with Rwandan national health guidelines, protocols,
information and reporting systems
- Work with the technical teams to ensure that
the project achieves its deliverables related to quality improvement
- Document the process of systematizing the
Learning and Quality Improvement approach
- Contribute to the development of MCSP annual
action plans and reports and make presentations to relevant technical
meetings, missions and partners in a timely manner.
- Advanced degree in
public health, midwifery, nursing, social sciences or other relevant area
- Minimum 3 years of work experience in
health-related monitoring and evaluating projects in RMNCH and/or malaria
in Rwanda or another East or Southern African Nation
- Proven expertise in quantitative and
qualitative methodologies, operations research, health management
information systems, reporting, knowledge management and documentation,
data quality assessments, data analysis and presentation
- Demonstrated strong management, coordination,
teamwork and planning skills with proven ability to
function effectively with multiple host-country counterparts in both the
public and NGO sectors
- Experience applying quality improvement
techniques to health projects/activities
- Familiarity with Rwanda’s health management
information system and other national M&E systems
technical writing skills for publication
- Ability to work
effectively with diverse international teams
- Ability to work in a complex environment with
multiple tasks, short deadlines and intense pressure to perform
- Strong technical skills, including ability to
process and analyze data using one or more statistical
software packages, including at least two of the following: SPSS,
Epi-Info, Stata, MS Access
- Proficiency in word processing and Microsoft
Office
- Strong oral and written communication and
presentations skills in English; working knowledge of French and
Kinyarwanda is preferred
- Ability to travel nationally
