TERMS
OF REFERENCE FOR THE Mastercard FOUNDATION SCHOLARS PROGRAM COORDINATOR
In
partnership with The MasterCard Foundation, FAWE Rwanda has been implementing a
scholarship program (MasterCard Foundation Scholars Program) to enable young
girls from economically disadvantaged communities to complete quality secondary
and university education, and make successful transitions to further education
and careers. This scholarship

package responds not only to the scholars’ economic
challenges, but also includes an array of support and enrichment services like
tutoring, mentoring, transition support, leadership training and networking.
The additional support services aim at easing the scholars’ transition to
university, making them transformative leaders of their communities and the
country as a whole. It is in this context that FAWE Rwanda would like to
recruit a Program Coordinator (PC) with the right skills in relation to the
above and spearhead the implementation of this rather challenging but exciting
Program.

Job
Summary
The
Programme Coordinator (PC) will be responsible for providing leadership,
coordination, monitoring and evaluation of the MasterCard Foundation Scholars
program at FAWE Rwanda.
Key
duties and responsibilities include but are not limited to the following:
  1. Be
    the focal point for the MasterCard Foundation Scholars Program at FAWE
    Rwanda and provide leadership and supervision to the Scholars Program
    team.
  2. Establish
    strong programme implementation and monitoring systems and strengthen
    systems for compliance to donor requirements.
  3. Monitor
    programme implementation and ensure that all program spending targets are
    being met.
  4. Coordinate
    with the rest of the staff and ensure that the program priorities are
    identified and addressed on a regular basis through targeted mentoring
    focused on making improvements in decision-making procedures, systems and
    other areas critical to effective program management.
  5. Work
    with the rest of the staff to identify key agencies providing protection,
    support and high quality services for girls and women that can form part
    of a referral network for FAWE Rwanda.
  6. Provide
    technical guidance and document the achievements and impact of set targets
    in the MCF programme activities and ensure visibility of the program in
    Rwanda and beyond.
  7. Contribute
    to FAWE Rwanda ongoing programme implementation, monitoring and evaluation
    (Strategic Plan, Annual Work Programmes etc.)
  8. Contribute
    to the development of FAWE Rwanda subsequent Strategic Plans, Annual Work
    Programmes, budgets and work plans
  9. Enhance
    smooth and regular information flow between FAWE Rwanda and the FAWE
    Regional Secretariat in Nairobi.
  10. In
    collaboration with the M&E Officer, prepare quality regular technical
    and progress reports on  programmatic activities and status and share
    the same with the FAWE Regional Secretariat
  11. Network
    with other sister organisations in and out of Rwanda and create strong
    partnerships that contribute to the Scholars program goal achievement.
  12. Establish
    strong partnership with FAWE Rwanda partner institutions involved in the
    program implementation and ensure smooth information flow.
  13. Contribute
    to FAWE Rwanda resource mobilization efforts.
  14. Participate
    in the Senior Management meetings.
  15. Any
    other tasks required for smooth coordination and management of FAWE
    Rwanda’s work programme 
Qualification
and work experience
  • A
    Master’s degree in Education, Gender, Development Studies, or other
    relevant field
  • Minimum
    of 5 years’ experience in scholarship management, programme coordination
    and implementation in an NGO or a development agency, including experience
    in monitoring and evaluation , community advocacy, resource mobilisation,
    and project cycle management (PCM)

  • Ability
    to work independently
  • Prior
    working experience in project management/coordination
  • Strong
    team player with high level of maturity and ability to deal with diversity
  • Strategic
    planning and problem-solving
  • Excellent
    reporting and writing skills;
  • Good
    oral and written communication skills;
  • Good
    command of English ( knowledge of French would be an asset)
  • Highly
    organized and able to meet tight deadlines;
  • Commitment
    to professionalism and work ethics.

Reporting
arrangement
The
MCF Program Coordinator will report to FAWE Rwanda National Coordinator but
will work very closely with the MCF Program Regional Coordinator at the FAWE
Regional Secretariat in Nairobi.
