Background

Rwanda aspires to
become a middle-income country by year 2020, and in its long term development
plan, vision 2020, the role of the services sector is expected to be prominent
in this endeavour therefore the Government of Rwanda (GoR) has embarked on a
growth strategy aiming at d

iversifying exports and enhancing the development of
the services sector.

The Rwanda
Development Board (RDB), the government institution tasked to spur private
sector development for a rapid economic growth of the country, is leading
efforts related to the development of the health care sector with private
investment. In this regard, the Institution together with the Rwanda Social
Security Board (RSSB) and Management Sciences for Health (MSH) will carry out a
comprehensive costing analysis to determine the real cost of private medical
services in Rwanda using an internationally recognized methodology. The study
will carry out the analysis at all private provider levels e.g. hospital,
polyclinic, clinic, and dispensary. It is expected that a firm or strong team
of analysts will carry out this costing analysis under the leadership of MSH
experts.

Objective

To develop the costing
project scope of work, methodology, tools and training manual to support a
comprehensive costing analysis to determine the real cost of delivering health
services within the private sector culminating in a final report by 15 August

Expected
outputs

  • Development
    of a Scope of Work for carrying out the costing study of health services
    within the private sector including detailed methodologies
  • Costing
    tools applying MS Excel, based on past Rwanda costing studies carried out
    by MSH, appropriate for costing data collection at all private sector
    service delivery levels e.g. hospital, polyclinic, clinic, dispensary
  • Costing
    data collection manual and training program
  • Detailed
    plan of analysis for costing data
  • Draft
    and final report of costing study

Specific
duties / tasks of the consulting team

  • Review
    tools, documents and reports pertinent to this assignment including past
    costing data collection formats and costing reports
  • Develop
    a Scope of Work and inception report for the costing study including at a
    minimum: detailed methodology; study sample size and methods for choosing
    sample private facilities; chosen nomenclature for service classification;
    services to be included in the study; and, plan of analysis for
    presentation to the Costing Study Steering Committee with RDB, RSSB,
    doctors in private practice and insurance company representatives
  • Attend
    Costing Study Steering Committee meetings and make presentations as
    requested on study progress and preliminary results
  • Develop
    the data collection tools applicable at all private sector provider levels
  • Develop
    data collection and analysis training tools
  • Support
    data collection and analysis as required
  • Develop
    a draft costing study report for presentation to Costing Study Steering
    Committee
  • Develop
    a final costing study report within three months of starting the
    consultancy

Methodology

  • The
    consulting team will work closely with the MSH team in carrying out the
    above duties/tasks
  • Costing
    tools successfully applied in past MSH costing studies will be applied and
    revised as required to carry out a private sector costing study

Desired
Skills and Experience

Qualifications

This project can be
carried out by a firm or team of consultants that can collaborate on the
various functions described above. The team should include:

  • Team
    Leader
  • A
    health economist with minimum of 10 years of proven experience in
    conducting health sector complex costing studies with concrete evidence
  • Expertise
    in health economics (PhD or Master’s degree), healthcare financing and health
    care management
  • To have
    conducted at least 2 similar project successfully implemented preferable
    in developing countries
  • Ability
    to perform all required tasks in English
  • Economist
  • An
    economist (preferably health economist) with at least 5 years of experience
    in matters related to costing of health services with concrete evidence
  • Experience
    carrying out complex costing analysis successfully concluded including
    application of MS excel
  • Master’s
    degree in economics
  • Local
    health expert
  • A local
    economist or professional with proven experience in quantitative analysis
    within the Rwanda health sector.
  • Experience
    in costing analysis within the health sector a strong preference
  • Master’s
    degree in economics or related field
  • Duration

The estimated number
of days is a maximum of 60 days
