Sciences for Health (MSH) is a nonprofit international health organization
working in more than 30 countries around the world.  MSH’s mission is to
save lives and improve the health of the world’s poorest and most vulnerable
people by closing the gap between knowledge and action in public health.

MSH
is looking for a Rwandan provider with an international presence to
provide local employee payroll services for the Management Sciences for Health
(MSH) staff in Rwanda. Qualified vendors interested in submitting a proposal

pm on September 23, 2018. 
Scope:  The selected
vendor will provide employee payroll services for the Management Sciences for
Health (MSH) staff in RWANDA. MSH currently has 32 staff members
on the local payroll.
Deliverables:
  1. Services
    for existing employees
    1. Complete,
      gross-to-net processing; preparation and submission of monthly payroll
      and associated schedules
    2. General
      Ledger interface file creation and transmission
    3. Automated
      payroll account funding and employee funds transfer; generation of
      monthly bank advice and associated bank upload files for salary transfers
    4. Instruction
      to our Bankers to credit Management Sciences for Health staff
      accounts 
    5. Electronic
      posting of employee payslip information
    6. Electronic
      filing and payment of all regulatory payroll-related taxes; payment of
      monthly statutory deductions on behalf of Management Sciences for
      Health) 
    7. Payment
      of Tier Two deductions
    8. Payment
      of Third Tier deduction 
    9. The
      maintenance and reporting on vacation tracker
    10. Calculations/tax
      withholding and remittance of staff pension through a third party pension
      administrator
    11. All country-specific requirements
    12. Period
      / Year-End – all required country reports and tax filings
    13. Making
      updates to staff status changes
    14. Reconciliation
      of leave/vacation/sick/holidays
  2. Services
    for New Hires  (if required)
    1. Calculate
      pro-rated salary
    2. Required
      government reporting
    3. Complete
      tax forms; country specific
    4. All country-specific requirements
    5. Required
      visas and related governmental paperwork upon new hire enrollment
