JOB POSTING: Project Officer.
Background:
The malaria elimination
programme for Ruhuha (MEPR) in collaboration with the Medical Research
Centre/Rwanda Biomedical Center (MRC/RBC) seeks to initiate a research capacity
building program involving four Rwandan PhD candidates who will conduct malaria
research in Ruhuha Sector, Bugesera District. To facilitate MEPR project
activities, we seek to hire a project officer to manage project related
affairs. This program is funded by the Netherlands Organisation for Scientific
Research/Netherlands Foundation for the Advancement of Tropical Research
(NWO/WOTRO).
MEPR is a 4 year
project whose mission is to strengthen research and develop capacity by
conducting community oriented research towards malaria elimination in Rwanda.
On the 20 September 2012, the MEPR programme was officially launched at Ruhuha
sector, Bugesera District. The project officer will be based at the MEPR Kigali
office and work under close supervision of Single Project Implementation Unit
(SPIU) Coordinator in the ministry of Health and the Local principle Investigator
(PI).
Roles and
responsibilities:
The project officer
will be responsible for the day to day MEPR logistics and financial affairs.
He/she will report to the Local PI for the MEPR project and the SPIU
Coordinator. He/she will makes quarterly financial reports to both Rwanda and
Dutch PIs and SPIU coordinator in keeping with expected outputs as stipulated
in the memorandum of understanding. The mission of the project officer is to
facilitate and support the work of MEPR. He/she will monitor project progress,
oversee management of logistics and fins antes in keeping with local finance
and accounting guidelines.
Educational
Qualifications and Employment Experience:
Applicants must
possess:
•
An academic degree in a relevant field and at least 5 years of experience
post-graduation
• Experience in human and financial resource management and
procurement.
• Experience in writing progress and annual reports
Other requirements:
•
Rwandan nationality
• Fluent in English, both orally and in writing
• Fluent in French, especially orally is an added advantage.
• Competent in the use of standard office and accounting
software
• Good interpersonal and communication skills
• Have excellent organizational and Leadership qualities
• Able to work independently and under pressure
Not required but an
added advantage:
•
Experience with working in international development agencies
• Experience with working in health care settings
Compensation: Compensation for this
position will be commensurate with experience.
