Project
Background:
EDC
currently implements two youth workforce development projects in Rwanda. First,
the Akazi Kanoze 2 (AK2) project, financed by The MasterCard Foundation has
been running since 2014. AK2 aims to build on Akazi Kanoze’s (2009 – 2016)
previous work with out-of-school youth by assisting Rwandan schools, government
offices, employers and communities to institutionalize work readiness and
transition to work programming within Rwanda’s secondary education system. AK2
targets over 20,000 students and 600 teachers in general secondary schools and
vocational technical schools.
The
USAID Rwanda HugukaDukore activity, over the course of five years, prepares the
Rwandan youth workforce to meet the needs of an evolving knowledge-based
economy that requires 21st century capabilities. The HugukaDukore activity will
provide 40,000 vulnerable youth – 36,000 new youth and 4,000 Akazi Kanoze
alumni – with employability skills by scaling up proven successful Akazi Kanoze
interventions across 19 of 30 districts countrywide. HugukaDukore will use a
series of inclusive innovations that will invite more youth to participate in
Rwanda’s historic transformation, particularly women and youth with disabilities
Summary:
EDC
is seeking two (2) M&E Coordinators to support the AK2 and HugukaDukore
projects. The M&E Coordinator for each project is responsible for
supporting the M&E Specialist to ensure accurate and comprehensive data
collection and management as well as reporting of results for project
indicators, against the agreed targets and methods for collecting information
on project activities.
The
two M&E Coordinators will report to therespective project’sM&E
Specialist.
  This position is located in Kigali.
Essential
functions include [but are not limited to]:
  • Contribute
    to ongoing updates of the monitoring systems and reporting schedule;
  • Collect
    both qualitative and quantitative data for indicators to track
    implementation;
  • Undertake
    field visits on M&E activities and ensure documentation of project
    results in accordance with donor’s (MasterCard Foundation or USAID) and
    project’s strategic objectives and indicators;
  • Identify,
    document and disseminate lessons learned and success stories;
  • Guide
    technical staff from partner organizations to prepare their progress
    reports and ensure their timely submission;
  • Provide
    data quality control/assurance and best practices on data collected and
    use;
  • Support
    in training local implementing partners on M&E best practices and
    USAID/MasterCard Foundation M&E rules and regulations;
  • Assist
    in preparing consolidated project progress reports;
  • Any
    other activity as assigned by Supervisor
Qualifications
and requirements :
  • Bachelor’s
    Degree in statistics, evaluation, or a management related field
  • Strong
    computer skills and a strong working knowledge of Microsoft Office
    programs
  • Excellent
    verbal and written communication skills
  • Excellent
    organizational skills and attention to detail
  • A
    minimum of one-year experience in M&E, preferably working on a USAID
    or MasterCard Foundation youth project
  • A
    strong working knowledge of Microsoft Office programs
  • Fluent
    in Kinyarwanda and English
An
ideal candidate will have :
  • Good
    statistical analysis skills and experience with SPSS or other statistical
    software
  • Ability
    to handle multiple priorities
  • Academic
    background and professional interest in research, program evaluation and
    youth development
  • Demonstrated
    comfort with public speaking and an ability to conduct trainings and
    workshops
