LTTP-FHI 360 Senior Program Manager Job Vacancy in Liberia

The Liberia Teacher Training Program (LTTP), funded by USAID and implemented by Family Health International (FHI), is a five-year project. The LTTP is designed to work with the Ministry of Education to comprehensively address the needs of the teacher training and support system for basic education. This includes the preparation of faculty for the three Rural Teacher Training Institutes; curriculum development;
training for classroom teachers at the primary and junior secondary levels; community and in-service support for teachers in the classrooms including the teaching of reading and math. LTTP will provide support at the central Ministry of Education and three counties (Lofa, Nimba, and Bong Counties for the in service program) to improve the quality of educational services, strengthening teacher training at all levels of the basic education, develop a continuous professional development program to support teachers in the classroom; and strengthening education management including with specific focus on the education managers.

JOB DESCRIPTION:
The In-service Education Senior Program Manager will report to the In- service Team Leader and be responsible for managing the implementation of the In-service residential and field based cluster training programs. The in-service teacher education programming will involve improving the in-service training curriculum; training of teachers, school principals, Parent/Teacher Associations, education field officers; and integrating early grade reading and mathematics training and learning assessment in the field based in service program. Working with the In-service Team Leader, he/she will assist the Ministry of Education, Rural Teacher Training Institutions, CEOs and DEOs to refine teaching standards and teacher code of ethics; serve in committees/bodies to establish career path for stream-lining training ‘C’- certificate program; help to establish alternative methods of continuous teachers professional development such as use of distance education and technology. He/she will work closely with the Pre-service Team to link In- service and Pre-service training programming in terms of recruitment, training of trainers, developing assessment tools, administering exams and related activities to insure that both programs are of high quality.
The In-service Education Senior Program Manager will be part of the Extended Management Team that will meet frequently to ensure there is synergy and teamwork. He/she will monitor and support the activities of the in-service education field managers and officers. The Manager will accompany the Team Leader on her frequent visits to the field to insure that the training program is running smoothly.

JOB REQUIREMENT:
• Work with the in-service Team Leader to conduct needs assessment of the in service teachers in the field, principals and the PTA, and primary schools. The assessment should also include follow up of teachers trained.
• Work with the in-service Team Leader to support the Ministry of Education, the Teacher education department of the MOE College to refine teaching standards and code of ethics developed in LTTP phase 1.
• Work with the In-service Team Leader to support the Ministry of Education to refine the training curriculum and career path for stream-lining the ‘C’ certificate program.
• As part of the In-service program team, develop annual plans; coordinate the county and cluster quarterly and monthly reports on progress in implementing in-service activities.
• Be responsible for preparing annual, quarterly and monthly workplan preparations and reporting.
• Be responsible for ensuring that potential in service teacher recruitment are planned and executed in a timely manner services, including efforts to recruit and ensure success of female students in the training programs.
• Be responsible for assisting the in service Team Leader, the RTTIs and the Assistant Minister of Teacher education and Team to prepare for graduation events starting from student assessment, certification and graduation ceremonies.
• Support the in-service Team Leader in creating links between in-service and pre-service training programming as part of the effort to improve the quality of teachers produced for the primary schools.
• Provide guidance to the in-service education field officers and managers to coordinate and implement training, materials production, and planning for all in-service activities.
• Work closely with In-service team under the guidance of the in-service Team Leader in programming of events of common concern such as student recruitment, assessment, grading and graduation.
• Provide through ongoing administrative and back-stop support for the Deputy Chief of Party regarding all training related activities;
• Undertake other responsibilities related to the position and as deemed necessary by the Chief of Party.
