Background
Malawi Local Government Accountability and Performance (LGAP) is a 5-year USAID
project aimed at improving the performance of local government in Malawi. LGAP
focuses on strengthening the capacity and accountability of local governments
in the 8 targeted districts, facilitating citizen engagement and oversight.,
improving the broader national policy and systems’ environment for
decentralization. While the general public and citizenry have high expectations
on the deliverables of the Councils, there is a perception that most
councillors are still not effectively delivering on their mandates and council
performance is not yielding the much desired improvement in service delivery
local development LGAP seeks to contribute towards addressing these shortfalls
through a range of capacity building interventions including trainings.

Association (MALGA) to enhance the capacity of local governments through
targeted trainings for District Councils leadership to fulfil their mandate
effectively.
Opportunities
of MoLGRD and MALGA, LGAP aims to build capacity of District Council leadership
structures to effectively execute their tasks. LGAP seeks to recruit Local
government trainerslfacilitators who will constitute a Resource Pool. The
selected Trainers/ facilitators will conduct a range of trainings in the
following Councils: Mulanje, Blantyre, Zomba, Machinga, Balaka, Lilongwe.
Kasungu and M’mbelwa. The Trainers/Facilitators will be engaged on an on-call
basis for an initial period of one year.
of Facilitators
The Resource Pool will comprise a team of individuals who will be intensively
trained and mentored in local government system to improve the performance of
Councillors. Specifically, the Trainers/Facilitators will be expected to perform
the following duties:
Participate
in a 2 week long residential training in local government system
Support
on going capacity development of Council members through mentership, coaching
and hand-holding
Participate
in the development of training materials
Support
the translation of training materials into local languages
Review
findings of Council assessments and identifying specific training needs
Facilitate
training of district Councils to address the identified capacity gaps
Facilitate
the development of Action Plans by district council stakeholders
Report
writing with clear recommendations
Participate
in capacity building interventions in councils from time to time
Qualifications:
A minimum
of a Bachelor’l degree in fields related to development studies, social
sciences and local development
Demonstrated
knowledge and understanding of the local government system and its operations
Continued
availability/ residence in any of the above targeted districts for at least
next 1 year
Willingness
to learn and be trained on the job
Excellent
analytical and writing skills:
Ability
to work collaboratively with is range of stakeholders in councils such as
Councillors, Council staff and other collaborating partners at district level
Excellent
oral and written Communication skills
Trainer/facilitator is not an LGAP or MALGA staff position. Successful
candidates will be engaged on an on-call basis. The terms of engagement will be
agreed on and LGAP will provide some compensation basing on the deliverables.
