The Government of the Republic of Rwanda has received as credit
from International Development Association (IDA) towards facilitating
cross-border trade by increasing the capacity f

or commerce and reducing the
costs faced by traders, especially small-scale and women traders, at targeted
locations in the borderlands and will be implemented by Single Project
Implementation of the Ministry of Trade and Industry (SPIU/MINICOM) and Single
Project Implementation of the Local Administrative Entities Development Agency
(SPIU/LODA) through Great Lakes Trade Facilitation Project (GLTF Project).

The Local Administrative Entities Development Agency (LODA) is in
the process of strengthening the Single Project Implementation Unit (SPIU) in
line with the Government Policy of reducing transaction costs and leveraging
services in the project implementation processes. The SPIU is strategically
positioned in LODA to manage the ongoing and planned, as well as future
projects to be identifies in the course of translating sector strategic plans
into development results. Furthermore, the SPIU shall serve as a repository of
knowledge on lessons of experience accumulated in the course of implementing
and closing completed projects.
The SPIU/LODA intends to apply part of the proceeds of the Credit
for eligible payments for consultancy services for the recruitment of a
Municipal Engineer, Procurement Specialist, Accountant Specialist and Civil
Engineer to support GLTF Project, Ubudehe data management specialist.
Successful candidates will work under contract for 12 months renewable subject
to good performance.
Position 1. COORDINATOR OF RUDP-SPIU TEAM /MUNICIPAL ENGINEER
Qualifications and Experience:
  • Hold an internationally recognized degree in engineering
    major in project management with 5years of experience in working in
    developing countries on urban development projects, Masters Degree in engineering
    major in project management with 3 years of experience in working in
    developing countries on urban development projects.
  • Have particular experience on working widely on projects that
    involve improving basic services and infrastructure (predominantly roads
    and drainage) in small cities;
  • Have experience in the planning, design and implementation of
    major infrastructure projects;
  • Have good knowledge of donor supported projects and,
    preferably, of World Bank procedures, particularly procurement procedures,
    contract documentation and conditions of contract;
  • Have experience of working in Africa;
  • Have previous experience working with local government;
  • Have previous experience of managing teams on Technical
    Assistance assignments in countries;
  • Have experience of working on capacity building projects or
    project components’developing
  • Have experience that demonstrates ability to advise and
    assist LODA staff, District Departments/Utility Agency staff as well as
    other members of the Technical Assistance Team and other consultants, both
    international and national that may be involved in working on the Project
    or future upgrading projects;
  • Have inter-personal skills such as to develop good relations
    with City EngineerslUrban Upgrading Team staff at all levels as well as
    others involved with the project.
  • Coaching and leadership skills
Duration of contract
One year renewable based on performance.
Position 2: PROCUREMENT SPECIALIST 
 Required Qualification and key technical skills
 Qualification
Bachelor’s Degree or Masters Degree in Engineering, Management,
Procurement with at least overall experience of 4 years out of which 2
years experience in procurement (tendering goods or services of donors
projects/program) of donor funded projects for Master’s degree or at least
overall experience of 6 years out of which 3 years in procurement (tendering
goods or services of donors projects/program) of donor funded projects for
Bachelor’s degree.
 Key Technical Experience & Knowledge required:
  • Working relations with Local government in Public procurement
    procedures
  • Having experience in Public procurement procedures for
    central government organization
  • Being conversant with World Bank or International Development
    Bank and Government of Rwanda procurement procedures and guidelines;
  • Working procurement experience with international Development
    Partners.
  • Good knowledge of decentralization system and LED
  • Experience in negotiating funds from donor proved by an
    official document;
  • Experience in procurement of urbani trading infrastructure
    would constitute an added advantage,
  • Should ideally be fluent in English,
  • Knowledge of French language is an added advantage.
Position 3: CIVIL ENGINEER 
Required Qualification and key technical skills
Qualification
Masters Degree in Civil Engineering with at least 3years of
Experience in managing roads and building projects as envisaged under the
project including exposure to different civil works, technical aJ)d management
assignment; Bachelor’s degree in Civil Engineering with at least 5 years of
working experience in the above mentioned field.
Key Technical Skills & Knowledge required:
  • Extensive knowledge and understanding ofthe Decentralisation
    system;
  • Knowledge of results based management, logical framework
    approach, strategic planning processes and tools;
  • Knowledge of drafting Action Plans and Operational Plans;
  • Knowledge to conduct policy and analysis and draft proposals;
  • Knowledge of Monitoring and Evaluation concepts, systems and
    tools;
  • Having experiences in the design and supervision of Urban
    projects/sub-urban projects.
  • Computer Skills; Knowledge of softwares for Designing the
    roads & buildings projects such as Autodesk Civil 3D, CivilCad,
    ArchCad, Robot, Etc.

Position 4: ACCOUNTANT
Required Qualification and key technical skills
Qualification
Accounting Professional Qualification recognized by IFAC or ICPAR,
ACCA, CPA or AO Finance, Accounting, Management specialized in
Finance/Accounting with at least 5 years’ experience in Accounting.
Key Technical Skills & Knowledge required:
  • Have strong experience in taxes and Levis management
  • Keeping records on revenue and expenditures
  • Knowledge to analyse complex financial information &
    Produce reports
  • Deep understanding of financial accounts;
  • Planning and organisational skills;
  • Communication skills;
  • Strong IT skills, particularly in Financial software (SMART
    IFMIS);
  • Judgment & Decision Making Skills;
  • High Analytical Skills
  • Interpersonal skills;
  • Time management Skills
  • Complex Problem solving;
  • Flexibility Skills;
  • Fluent in Kinyarwanda, English and/ or French; knowledge of
    all is an advantage
Key performance indicators
  • Books of accounts updated
  • Accounting and financial documentations orderly maintained
    and archived
  • Periodic financial reports prepared timely and reliable
  • Timely Payments of invoices and requests of fullds from
    Districts
  • Compliance of expenditures with the financial agreement, the
    manual od procedures and agreed financial rules and regulations
Duration
The succefull candidate for each post will work on a time based
contract covering a period of twelve (12) months with possibility ofrenewal
upon acceptable performance, availability of funds and need of services.
Position 5: UBUDEHE DATA MANAGEMENT SPECIALIST 
Required Ubudehe data management specialist qualifications
  • Bachelor’s degree in Applied Mathematics, Mathematics or
    Statistics with 4 years of experience in social-economic large data
    management and analyzes.
  • Good experience in managing/using large database and MIS.
  • Good experience in preparation, monitoring, coordination and
    producing reports of social surveys/census.
  • Extensive knowledge in Ubudehe categorization process is an
    added value.
  • Well developed oral and written communication skills in
    English and/or French.
  • Proficiency knowledge in statistical software (CSPro, SPSS,
    STATA, ACCESS and EXCEL)
