Rwanda Program Director Job Description
The Program Director will be responsible for
overseeing Komera programs in country, representing Komera locally and
internationally, liaising with partners and the board of directors and setting
up and managing financial and HR systems within Rwanda.

based Executive Director. As The Komera Project is a growing organization, the

This position is based in Kigali, Rwanda with
frequent travel to Rwinkwavu, Rwanda. Fluency in Kinyarwanda is vital and
experience living and working in Rwanda is required.

ESSENTIAL JOB FUNCTIONS:
Strategy and Vision
- Communicate a clear vision of present and
future program goals and strategies to team members and stakeholders that
translates into concrete programs and work plans. - Work directly with the Rwandan Board of
Directors on national strategy and advocacy - Work with the national staff to strategize,
create and support an effective program strategy
Personal Leadership
- Demonstrate flexibility, resilience and
ability to maintain positive relationships and composure. - Maintain high ethical standards and treat
people with respect and dignity. - Build capacity for a strong, trusting and
collaborative country team and ethical working relationships.
Representation
- Serve as a key liaison to Komera in Rwanda,
alert the U.S. team to any anticipated challenges, opportunities and/or
delays - Represent Komera’s programs with national and
international media and participate in community activities as
appropriate. - Maintain productive relationships with
internal and external constituents such as local NGOs, local government
ministries, individual donors, foundations, the private sector, etc. - Anticipate needs, understand donor pool and
actively fundraise for Komera in Rwanda. - Explore, evaluate and present innovative
funding opportunities that support the objectives for the country as a
whole.
Team Management
- Create a sustainable work environment of
mutual respect that attracts motivated, skilled and effective team members
and enables them individually and collectively to strive to achieve
excellence. - Support the development of scopes of work for
consultants and new staff members, and help select and vet new hires - Contribute to country team-building efforts,
help team members identify problem- solving options and ensure the
integration of all team members into relevant decision- making processes.
Operations Management
- Ensure effective, transparent management of
budgets, assets, resources and all supply chain logistics and all
reporting policies/procedures - Establish financial system for Komera in
country. Open bank account, establish financial systems and manage in
country budgets. - Establish HR systems, policies and management
- Work with local partner on procurement of
program materials; supervise social workers who manage the process. - Customize Komera operations, human resource,
procurement and finance manuals to meet local needs in Rwanda - Develop M&E framework and implementation
strategy and ensure the country’s overall strategy includes effective,
timely reporting systems for all donors. - Build and maintain operational systems that
ensure proper administrative support for programs, as well as segregation
of duties between finance and operations. - Oversight of legal issues, operations, human
resources, procurement and financial systems to ensure proper transparency
and accountability - Provide oversight on all financial
expenditures of the program - Ensure that Komera is meeting all reporting
requirements for NGO registration - Work with the Komera social worker to ensure
that the Komera Scholars are receiving the highest quality care and
education. - Accountability to Beneficiaries: Komera team
members are expected to support all efforts towards accountability,
specifically to our beneficiaries and to international standards guiding
international relief and development work, while actively engaging beneficiary
communities as equal partners in the design, monitoring and evaluation of
our projects.
SUPERVISORY RESPONSIBILITY: Directly Supervises the
Komera Social Worker Manager as well as any additional hires in Rwanda – both
full-time employees and consultants.

Skills, Knowledge, Abilities
- Minimum 5-years of management/entrepreneurial
experience, ideally with a focus on systems development, operations,
project management, and/or office administration - Experience working in enterprise development,
women’s empowerment and/or education projects in Rwanda strongly preferred
- International project management and/or
program implementation in a developing country context required, ideally
in a start-up context - Strong leadership abilities – able to keep the
team motivated and inspired, while also working towards shared goals with
clear deliverables - Proven ability to manage staff, including
direct reports, senior staff, team members in the field, interns and
volunteers - Knowledge of international funding
environment, funding reports and processes preferred - Ability to wear many hats, juggle many roles,
and keep everything organized in the process - Quick thinking that allows the Program
Director to think about resourceful and appropriate ways to move forward
no matter how small the budget is or how little structure is in place - 1-2 years of work experience in Rwanda
- Graduate degree preferred
- Ability to speak Kinyarwanda and English is
essential - Finance/accounting experience preferred
Compensation and benefits will be competitive with
comparable positions. We are expecting this position to be a local Rwandan
hire, so will not be providing any housing and relocation allowances.
