Supply Chain Management System (SCMS) is implemented by The Partnership for Supply Chain Management (PSCM) under a USAID contract as part of the President’s Emergency Plan for AIDS Relief. SCMS, managed in Rwanda by JSI Research & Training Institute, Inc. (JSI R&T) will provide quality medicines, strengthen or establish secure, reliable, cost-effective, and sustainable supply chains, capable of meeting the care and treatment needs of people living with and affected by HIV and AIDS. In coordination with in-country and international partners, SCMS will: assist the Rwanda national supply, to enhance their supply-chain capacity; to ensure accurate and timely distribution of HIV/AIDS commodities to provide quality, affordable, health care products to those who need them.
RESPONSIBILITIES
The overall responsibility of the Procurement Advisor is to provide on-going procurement support to CAMERWA from the planning to the procurement of HIV/AIDS commodities managed through the tender mechanism.
The Procurement Advisor will provide technical guidance on the procurement processes in line with USG, Global Fund and Government of Rwanda (GOR) procurement regulations. He/She will help build the procurement capacity of CAMERWA through the transfer of skills and will work closely with the CAMERWA procurement and contracts management team as well as other partners from the Ministry of Health, Coordinated Procurement and Distribution System (CPDS), Global Fund and PEPFAR to ensure adequate supplies of HIV/AIDS commodities within the country.
Specific responsibilities will include, but not limited to the following:
” Provide procurement advisory and technical assistance to RBC/CAMERWA in the procurement of ARVs, OI Drugs, TB Drugs, donated HBCs, HIV/AIDS test kits, laboratory equipment, reagents and supplies
” Support RBC/CAMERWA to design, revise and monitor the procurement plan developed under the Rwanda Biomedical Center as part of the national GOR pharmaceutical logistics procurement plan.
” Provide support to RBC/CAMERWA, to develop and implement annual procurement plans for all health commodities, other goods and services.
” Support RBC/CAMERWA in communicating with clients to assure correct specifications of all commodities ordered and to ensure accuracy of procurements.
” Provide support to prepare tender documents for PEPFAR , Global Fund , CPDS and RBC/CAMERWA funded commodities
” Provide support to analyze all bids received and initiate the vendor selection process with partners.
” Support RBC/CAMERWA in the prequalification of vendors for medicines and other health products.
” Provide technical assistance to RBC/CAMERWA by monitoring and evaluating the procurement process.
” Provide technical assistance to RBC/CAMERWA procurement staff in the contracts team on various issues including deliveries, payments, claims and resolving disputes.
” Build the capacity of RBC/CAMERWA on FAR, procurement procedures in preparation for becoming a direct USG grantee.
” Provide periodic training to RBC/CAMERWA staff to build their capacity in procurement.
” Support RBC/CAMERWA with the update and implementation of procurement SOPs with an aim of strengthening procurement best practices and promoting adherence to the GOR code of procurement and anti-corruption policy.
” Assist RBC/CAMERWA management in strategic planning issues related to procurement under the Rwanda Biomedical Center.
SUPERVISION AND REPORTING
The Procurement Advisor will be supervised by the Deputy Director for Demand Planning and Procurement.
QUALIFICATIONS
The following minimum qualifications are required for this position:
” Master’s degree in Business, Procurement/Supply Chain Management, Pharmacy or Public Health with ten years experience in procurement and/or sales and purchase order processing including at least 3 years at international level.
” Experience working with HIV/AIDS commodities and programs is preferred.
” At least three years of demonstrated experience in health commodities, medical equipments and services procurement desirable.
” Experience working with the Government of Rwanda or NGOs preferred.
” Detail-Oriented and Excellent organizational skills
” Strong representational and interpersonal skills
” Good written and verbal communication and presentation skills in English
” Ability to work in a team to develop strategy and manage implementation of projects
” Ability to work independently.
” Previous work experience with USAID-funded projects desirable.
” Proficiency in common computer packages (eg.Word, PowerPoint, Excel) relevant to the work.
” Knowledge of FAR, Global Fund and GOR procurement guidelines.
” Team player.
” Able to travel for an extended period of time in country to support technical activities.
” Able to travel internationally to attend trainings and conferences as needed.
” French speaking/writing skills highly desirable.
