Duties and Responsibilities
• Provide secretarial and legal services to Postal Corporation of Kenya.
• Monitoring corporate governance policies and their implementation after Board approval.
• Chief Legal Advisor to the Corporation Board of Directors.
• Reviewing and developing legal and communication policies, procedures and recommending areas of improvement.
• Preparing Board papers and presenting during the meetings.
• Ensuring safe custody of property and assets documents.
• Ensuring proper drawing of legal documents as per approved policies and procedures.
• Preparing legal reports and opinion on matters involving PCK for presentation to the Board or senior management meeting.
• Preparing budget and ensuring effective control.
• Ensuring that the Corporation insurance cover is legally adequate and terms and conditions are complied with.
• Ensuring that the Corporation complies with statutory and other regulatory requirement.
• Plan, monitor and evaluate the performance of staff against set targets and objectives and implementing development action plans aimed at building the capacity of individuals and multi-disciplinary teams.
• Offer secretarial services to the Board.
• Supervising, appraising staff and identifying their development and training needs.
• Adhere to all corporate policies, procedures and business ethic codes and ensure that they are communicated and implement within the department.
• A member of the executive management of the corporation, participating in making decisions on all matters relevant to the running of the corporation.
• Undertake any other duties assigned by the Postmaster General.> .
Qualifications & Experience
• Bachelor of Laws Degree (LLB).
• Masters of Law (LLM) will be an added advantage.
• Certified Public Secretary (CPS).
• Advocate of the High Court of Kenya.
• Member of a professional body.
• 10 years working experience and be an enrolled Lawyer and Advocate of the High Court and must be 35 years of age and above.
• Strong analytical and organization skills.
• Computer literacy and familiarity with standard office computer application.
• Excellent interpersonal and communication skills.

General Manager, Finance & Accounts
Department: Finance & Accounts
Grade: MG2

Duties and Responsibilities
• Provide leadership in the Department of Finance & Accounts
• Formulate financial resources mobilization strategies that are necessary to implement corporate goals.
• Develop an appropriate costing model to ascertain the cost of service delivery.
• Prepare financial statement to ensure that financial benchmarks are being met.
• Co-ordinate budgetary preparations and ensure that approval limits are observed.
• Develop and implement a prudent investment policy in line with Board directives.
• Observance of recognized financial and accounting standards.
• Oversee the preparation of overall organization strategy and corporate planning.
• Compliance with audit recommendations, procurement policies and procedures.
• Provide strategic forecast, planning and control of PCK assets and revenue.
• Provide strategic guidance on formulation of strategic business plans in short, medium and long term.
• Control expenses to meet budget guidelines.

Head of Department, Information Communication Technology

Qualifications and Experience
• Developing the long-term vision and technical architecture of the PCK IT strategy.
• Identifying and implementing appropriate IT technologies to meet the short and long term PCK business requirements.
• Managing the departmental budgeting processes and directing the proper and effective utilization of the same.
• Identifying and forging of strategic IT relationships with key potential partners for on-going project implementations and support.
• Providing expert extensive contact with the executive management staff of PCK to identify and priorities key IT initiatives.
• Formulating and enforcing of all the PCK ICT security policies in conjunction with the other departmental heads.
• A member of the executive management of the corporation, participating in making decisions on all matters relevant to the running of the corporation.
• Establish plans and strategies in development of training and educational programs in ICT for the user departments.

Qualifications and Experience
• A Bachelors degree in Information Technology.
• Relevant Masters degree in Information Technology or its equivalent.
• Professional training from the Institute of Management Information Systems (IMIS) or Accounting.

• Seven (7) years relevant experience with broad technical skills in IT including network and systems administrations.

Qualifications and Experience
• Managing the operations of the Internal Audit & Investigations Department to ensure attainment of set objectives and goals.
• Ensure that the annual Audit and Investigations Plan and timetable is done at the beginning of every financial year for approval.
• Reviewing and appraising the adequacy and effectiveness of the internal controls, statutory requirements and regulations.
• Reviewing operations or programs to ascertain results consistency with established objectives and goals.
• Liaising with external Auditors.
• Advising Management on external audit queries.
• Conduct ad hoc audit on PCK Procedures.

• Manage and co-ordinate the procurement function.

• Maintain a sound procurement policy that ensures acquisition of goods, services and works is done while strictly adhering to the Public Procurement Regulations.
• Provide technical and secretarial services to the Corporation Tender Committee and ensure prompt implementation of its decisions.
• Negotiate for capital expenditure and service contracts if high value and managing new and existing contracts.
• Establish, in co-ordinating with every department and end-users, quality specifications of goods consumed by the Corporation.
• Carry out designated checks on quality and security aspects of procurement.
• Review the supply chain and remove processes that do not add value to the Corporation.
• Spearhead the annual supplier pre-qualification exercise.

• Participate in development of annual marketing plan in conjunction with user departments, which details activities to follow during the fiscal year, which will focus on meeting organizational objectives.
