Background and Objective of the Recruitment
In line with the vision 2020, the Government of Rwanda has set in its Strategic Plan the target to increase access rate to electricity from the less than 15% to 50% by the year 2017 to serve as an engine for socio-economic development of the country. Power supply is and will be developed from all possible sources of energy in the country; from hydropower resources, Methane Gas of the Lake Kivu, Geothermal and Peat Resources etc.

It is expected that a cumulative total installed capacity of 1000 MW will be achieved by 2017 developed from the above mentioned energy sources.

The implementing agency for Energy Projects and Programs currently the Ministry of Infrastructure is facing shortage of capacitated human resources. It is in this regard that the Ministry of Infrastructure is looking for self motivated local experts, in different fields in order to occupy different posts available in the Energy Sector in order to join and complement the existing team.

TITLE: Energy Human Resource Development and Capacity Building Expert
The Energy Sector has commissioned a study on Human Resource Development, highlighting capacity development needs and suggested steps and actions to bridge the gaps. It is on this basis that there is a need to hire a local expert to implement that capacity development master plan in the Energy Sector, including RECO and RURA.

Main Duties and Responsibilities
1. Preparation of human Resource Development action plan for the Energy Sector and ensure its implementation.
2. Prepare and provide current and prospective employees with information ‘about policies, job duties, working conditions, opportunities for promotion and disciplinary procedures.
3. Organize and conduct recruitments of new staff under Energy Sector structure and contribute to knowledge development for Staff on issues related to their assignment
4. Providing capacity strengthening support to the Energy Sector in facilitating articulation of capacity development needs and drawing up a capacity development plan and its implementation plan.
5. Advise the management on institutional policy matters such as equal employment opportunity, human resources and recommend needed changes.
6. Liaise with all local Capacity building institutions to harmonize the interventions in capacity building of Energy Sector Staff
7. Serve as a link between management and employees by handling human re source issues, interpreting and administering contracts and helping resolve work-related problems.
8. Plan, direct, supervise, and coordinate human resource activities and staff relating to recruitment, induction program, employment, labour relations, and employee relations.
9. Analyze training needs to design employee development and assist in staff restructuring for a better performance
10. Analyze statistical data and reports to identify and determine causes of personnel problems and develop recommendations for improvement of organization’s personnel policies and practices.
11. Oversee the drafting of personnel contract, evaluation, classification and rating of occupations and job positions.

Qualifications and experience
1. Masters degree level in Human Resource Management (Human resource studies, Business management or administration, Management etc.)
2. Strong management and communication skills
3. Ability to take decision and comply to the requirements of the management principles
4. Extensive experience in Human Resource Development and contributing to capacity building and training activities at national and international levels.
5. Language skills: Fluency in spoken and written English or French.
