The objective of this consultancy assignment is provide technical assistance to the Zanzibar Municipal Council (ZMC) in order to address key institutional capacity constraints. The assignment will cover the following areas: (a) Revenue enhancement, financial management and procurement systems; (b) Policy and legal matters, management of human resources and the information technology (IT) systems; (c) Communications, public outreach and community participation and (d)Monitoring and Evaluation on Implementation of change management progress of ZMC.
This position concerns IT systems.
Duration of the project: 3 years.
Indicative starting date: December 2012.
Qualifications:
• At least a Bachelor’s degree in Information and Communication Technology;
• Strong technical experience in the design of ITC solutions projects;
• At least 7 years of experience in the development and design of database applications;
• Experience of working in / for public institutions in developing countries;
• Strong experience in East African countries, an asset.
