The International Rescue Committee seeks an experienced financial professional for the position of Finance Controller. The IRC has been operational in Liberia since 1996. It is currently operating a significant program across three program sectors and 4 counties, in addition to an ongoing refugee response. The Financial Controller has overall policy and management responsibility for the finance and accounting functions of the country program, is a key member of the Senior Management Team and expected to monitor the overall financial status of the Country Office and individual programs. The position is responsible for managing an 11-person team, and ensuring national staff members are developed through proper training and mentoring. Responsibilities include general controllership, management, and treasury and budget functions. In addition, the Finance Controller is expected to identify ways to maximize value for money in program implementation.

Responsibilities:
• Ensures that all policies and procedures are in compliance with IRC and funding source policies, procedures, and requirements.
• As required establishes finance and supporting function policies, systems and procedures, and directs or performs their development, documentation, and implementation.
• Manages the finance department activities and schedules to meet the financial reporting requirements and deadlines specified by New York and donors.
• Closely monitors all financial activities, and keeps the Country Director advised of all situations which have the potential for a negative impact on internal controls or financial performance
• Directs the preparation of, and approves all donor financial reports in respect to accounting, legal and contractual requirements and ensures the review of such reports by the Country Director and Regional Controller prior to submission.
• Maintain current knowledge of local government requirements related to financial matters and ensure compliance with tax regulations and other legal requirements
• Supervise the collection of contractual and other receivables; assist in the preparation and maintenance of the Country’s Operating Budget, including preparation of budget guidelines to assist program managers in formulating budgets; present and facilitate the review of actual to budget expenditures with the CD and program managers
• Implements a rigorous training program for all finance staff and ensure that program staff members fully understand finance rules and procedures.

Requirements:
• A Bachelors degree in Accounting, Business Administration, Commerce or Finance with a recognized professional certificate in accounting such as CPA, or a Masters degree in Accounting.
• Minimum five years managerial experience in the financial area of an international non-profit organization, with demonstrated track record of meeting donor requirements.
• Ability and experience managing a multiple grant portfolio and addressing competing priorities in a high-pressure environment.
• Requires extensive experience in working with computerized accounting systems, standard spreadsheet and database programs.
• Ability to carry out responsibilities independently with minimal technical support from within the program organization.
