More recently IRC Rwanda completed a USAID funded Expanded Impact Child Survival Program (EIP) in September 2011. The program worked to build the capacity of Ministry of Health (MoH) staff at district and health center levels to implement an integrated management of childhood illness strategy to address malaria, diarrhoea, pneumonia and malnutrition at community level. After September 2011 the IRC Rwanda health program reduced its geographic scope to two districts, Ngoma and Kirehe, where it has been involved for many years. It continues to support community health through trainings of community health workers and support to health centers through the Canadian International Development Agency (CIDA). Focus is currently shifting to more capacity building at the district and national level.
Scope of Work IRC Rwanda seeks a Development Specialist to provide support in three key areas:
1) grants and partnerships,
2) representation and visibility and
3) fundraising. Though the primary focus of intervention for IRC Rwanda is health, other potential sectors of focus within combined IRC Rwanda/Burundi country programs include: Women’s Protection and Empowerment (WPE); Governance and Rights; Child, Youth Protection and Development (CYPD); and refugee support activities. Effectiveness in the postion will require familiarization with the broad scope of programming and a keen awareness of the programming context. The position will report to the Grants Manager (Bujumbura) with technical support from the various program sector Coordinators, the Program Director and the Country Director. The position will be based in Kigali, Rwanda.
Key Responsibilities Grants Management
• Work with sector coordinators/managers to coordinate the development of new projects and funding proposals.
• Obtain familiarity with donor proposal preparation regulations and guidelines.
• Support program reporting when necessary and assist in ensuring timely submission of donor reports.
• Participate in grant opening/closing meetings.
Representation & Visibility
• Represent IRC Rwanda in formal INGO, donor and program-related meetings as required.
• Establish and build on linkages with partner INGOs and assess opportunities for partnership around funding opportunities.
• Assist in the development of a communication and visibility strategy and support preparation of materials such as brochures and newsletters.
Fundraising
• Coordinate with the leadership team regarding program development (Grants Manager, Sector Coordinators, Program Director, Country Director).
• Track new funding opportunities and calls for applications/proposals where the IRC Rwanda can bring in added value.
• Assist in identifying new programming in the context of current sectors.
Requirements
• Masters Degree public health, international affairs or related subject.
• Previous successful experience developing projects and writing proposals for public donors.
• At least two years experience working in relief or development programs.
• Ability to work well both within a team and independently in a challenging, fast-paced multicultural environment.
• Strong communication and inter-personal skills.
• Ability to speak, read and write English to a high level (native English speaker preferred); French is a plus.
