PROGRAM DESCRIPTION:
The goal of the WPE Program in Liberia is to enhance and encourage the ability of the Ministry of Gender and Development and local community structures to prevent and respond to GBV, put GBV issues on the national agenda, and create social change toward safe communities, social justice and equal rights for women and girls in partnership with men and boys. Currently, WPE staff provide case management services for survivors in Montserrado, Lofa and Nimba counties and work to enhance local capacity to prevent and respond to GBV through awareness-raising, training, and coordination of all actors in close collaboration with the Ministry of Gender. The program works through Partnership with local NGOs and collaborates with the Ministry of Gender and Development among others.
SCOPE OF WORK:
Responsibilities
1. Project Implementation & Planning:
• In coordination and consultation with the Snr. WPE Coordinator, prioritize identifing, proposing and implementing corrective actions to ensure program meets objectives and achieves indicators.
• Provide technical support and guidance to staff in their implementation of the workplan and share relevant information and updates to increase their knowledge and skills
• Directly responsible for all program cycle management processes including: participation, preparation and execution of workplans, budget and actual expenditure analysis, and other monthly planning as required (travel, spending, and activities).
• Ensure the program staff adheres to IRC logistics and finance policies and procedures.
• Manage and monitor monthly program expenditure and track budgets to ensure that all spending is in line with approved budgets, including developing monthly program spending plan and cash forecasts to be submitted to the WPE Snr. Coordinator
2. Project Monitoring and Evaluation:
• Ensure regular site visits in conjunction with WPE team to ensure high quality delivery of WPE objectives and adherence to IRC and MoGD guidelines.
3. Human Resources Management
• Provide leadership, promote professional working relationships, conflict resolution, and manage WPE staff effectively
• Supervise the WPE staff and ensure regular performance evaluations and feedback
• Organize and implement staff capacity building and training
4. Partner Management
• Serve as the main focal person in the field for the IRC’s implementing Partners and hold regular meetings with them for coordinate and support
• Ensure strong link between the IRC staff in the field and the implementing Partners
5. Reporting and Project Development
• Produce IRC and donor reports as per set schedules (monthly, quarterly and annually) about program activities, indicators and achievements.
1. Representation and Communication
• In coordination with the Senior WPE Coordinator, the Program Manager will ensure that liaison, coordination, and information sharing activities with national NGOs, international organizations, donors and Government of Liberia’s Ministry of Gender and Development at County and District levels are performed.
7. Other duties
• The Program Manager will be responsible for safety and security of his or hers team and will liaise with all relevant bodies to monitor security evolution and changes.
• Other duties as per required by the Senior WPE Coordinator.
REQUIREMENTS:
•A university degree in the field of project management, international development, public health, social sciences, administration, economics, human resources or other relevant field
•Minimum 3 years experience with an NGO and/or international organization with strong proven track record in program management and implementation
•Minimum 2 years experience of working in remote locations and emergency/post-conflict settings, experience in managing GBV programs a must
•Experience in financial planning and management
•Strong staff management skills
•Commitment to humanitarian principles
•Excellent oral and writing skills in English
•Computer skills in Outlook, Word and Excel
•Excellent coordination, communication and human relations skills
•Flexible and able to quickly make decisions when necessary
•Must be organized, efficient and able to work autonomously with minimum supervision
