CONTEXT AND SCOPE
Established
in 1951, and member of the United Nations since September 2016, IOM is the
leading UN agency in the field of migration and works closely with
governmental, intergovernmental and non-governmental partners. IOM is dedicated
to promoting humane and orderly migration for the benefit of all. It does so by
providing services and advice to governments and migrants.
IOM’s
main activities in Rwanda to date are related to the socio-economic
reintegration of returnees in collaboration with the Ministry of Disaster
Management and Refugees Affairs. Following the civil war in DRC, IOM is also
involved in resettlement of Congolese refugees, mainly to USA, Australia,
Finland, Canada and UK.
IOM
also is working with the Government of Rwanda to support to communities in
disaster prone areas. Support is given to the Directorate General of
Immigration and Emigration to enable them to devise a comprehensive and
integrated ICT strategy for border management. Additionally, raising awareness
in preventing human trafficking in collaboration of Ministry of Gender and
Family Promotion and other Government partners. IOM has also worked previously
in the areas of diaspora engagement and labour migration management.
Background
In
partnership with the Directorate General of Immigration and Emigration IOM is
supporting the Government of Rwanda to create a Migration Profile.
Successful
policy development and implementation relies heavily on the availability of
timely and accurate data. Despite the need for timely, disaggregated data in
the field of migration, such data is often scarce and scattered across
institutions, which
can
make it difficult to determine what data is available and to access it.
Additionally, integrating key provisions of the East African Community’s
Common Market Protocol, a migration profile exercise would “bring together
all information relevant to migration and development, thus allowing for a
more appropriate policy approach and contributing to a better understanding of
the policies implemented.”
The
overall objective of the Migration Profile Rwanda is to promote
evidence-based policymaking and support the mainstreaming of migration into
the development policy-making process. Anecdotal evidence shows that
currently, migration-related data is usually kept within the respective
Government institutions that collect it; the Migration Profile exercise would
aim to streamline migration data in a way that it can be used effectively by
policymakers, for the benefit of the country and migrants alike. In addition
to collating data on the current migration situation in Rwanda, the migration
profile and the staff tasked with its execution will be well placed to
provide a comprehensive analysis of the migration situation in the country,
in order to better inform policy-makers.
This
project will result in practical recommendations on how to develop a
methodology for migration data collection, sharing, and analysis that will
include guidance on gender-sensitive and disability-sensitive data collection
and analysis, reflected in Standard Operating Procedures (SOPs) for the
partners. Available migration data and other basic development indicators
will be compiled into a Migration Profile that can serve as a baseline for
further reporting. Government officials directly engaged in the collection of
various types of migration data will be invited to participate in two
training workshops within eight months; the workshops will focus on how to
improve the quality of existing data and promote the updating of the
Migration Profile on a regular basis, allowing the exercise to act as a
long-term capacity-development tool. Additionally, these same officials will
work closely with IOM on developing the SOPs needed for future data
collection in the framework of a technical working group (TWG) composed by
government officials of the partners mentioned above.
The
specific outcomes of this project will be:
  • The
    production of a migration profile to be utilized by the Government of
    Rwanda and relevant stakeholders; the report will present the migration
    situation in Rwanda through available migration data from a variety of
    national and international sources, outline challenges related to the
    way migration statistics are produced, and suggest an action plan on how
    to overcome such challenges.
  • Relevant
    government institutions have improved institutional capacities to
    establish migration data collection SOPs, and manage migration data in a
    sustainable manner.
III.
RESPONSIBILITIES AND ACCOUNTABILITIES
The
objective of the consultancy is to guide the implementation of the Migration
Profile Rwanda in accordance with IOM’s migration profiling methodologies and
the guidance provided by the migration profiling contact group and officials of
the Directorate General for Immigration and Emigration, and be in charge of the
drafting of the migration profile report. The overall responsibility of this
assignment is to support evidence-based policy making and promote the
mainstreaming of migration into the policymaking process by making current
existing reliable and
comprehensive gender and age-disaggregated migration
data available to government and other stakeholders through the development of
a Migration Profile. The specific sub-objectives of this assignment are as
follows:
  • To
    conduct an in-depth data assessment exercise of current available data and
    make a comprehensive report available to all relevant stakeholders.
  • To
    deliver training (together with IOM) on data collection, management,
    analysis, and reporting to relevant government officials and other
    stakeholders.
  • To
    develop a detailed Migration Profile and disseminate it to a wide range of
    government agencies and other relevant stakeholders.
The
consultant’s specific tasks as such are further described here below:
  • Develop
    a work plan and data collection methodology in preparation for the
    development of the Migration Profile.
  • Conduct
    a comprehensive stakeholder analysis to determine key players in the field
    of migration.
  • Coordinate
    with the Technical Working Group (TWG), which will provide technical input
    throughout the development of the Migration Profile (i.e. assessment of
    current available data; identification of data sources for data analysis;
    development of indicators for the purposes of and template for the Migration
    Profile).
  • Carry
    out data assessments through, inter alia, identification of
    appropriate available data sources, evaluations of the quality of existing
    data sets, determination of data users’ needs and priorities, and
    identification of information gaps.
  • Produce
    and present to key stakeholders a detailed data assessment report
    containing findings of the assessment, identified gaps, as well as
    recommendations for the development of a national data management and
    dissemination strategy.
  • Conduct
    an analysis of the policies, legislation, regulations, guidelines, and
    institutions relevant to the governance of migration and migration data
    management in Rwanda in line with IOM’s migration profiling methodology
  • Lead
    the process of the development of the Migration Profile on the basis of
    current available data (new migration data will not be collected) in close
    coordination with the TWG and under the direct supervision of the focal
    person or DGIE Project Manager.
  • Produce
    a Migration Profile edited in line with Technical Working Group standards.
  • Undertake
    duty travel as necessary to complete the above-mentioned tasks.
  • Perform
    such other duties pertaining to this assignment as may be assigned by the
    Project Officer in charge of the project coordination.

IV.
TECHNICAL COMPETENCIES
The
incumbent is expected to demonstrate the following technical competencies:

V.
EDUCATION AND EXPERIENCE
  • Completed
    at least Master’s degree from an accredited academic institution in Law,
    Applied statistics or Social Sciences, with 15 years of experience or
    Phd with 10 years of experience.
  • Minimum
    of fifteen years in research or in migration governance; including
    previous experience in migration-related research.
  • Excellent
    drafting ability and analytical skills, in particular the ability to
    draft papers of high quality, primarily in English.
  • Sound
    knowledge of international migration issues, literature, and data.
  • Previous
    experience of having own work published an advantage.
  • Experience
    of research in Rwanda or East Africa an advantage
  • Experience
    in data management, including good knowledge on databases and electronic
    tools.
  • Good
    communication, interpersonal and organizational skills.
  • Ability
    to work efficiently and calmly under pressure.
  • Proven
    high level of discretion and flexibility.
