  Background
Early
Childhood Development (ECD) is among the flagship programs for UNICEF Rwanda to
support optimal development of children 0-6 years in cognitive, physical and
social/emotional skills. Rwanda Demographic and Health Survey 2014-15 showed
that there is limited interaction between parents and young children in Rwanda,
and few children have toys and books to stimulate the child’s brain
development. As for social services, there is limited access to organized child
care. To increase children (including children with disabilities) exposure to
age-appropriate stimulation, mass media was identified as an effective channel
to disseminate play-based learning contents for young children and their
families.
In
partnership with Rwanda Broadcasting Agency (RBA), Imbuto Foundation and
MIGEPROF as the lead Ministry, UNICEF is scaling up the partnership to bring
more educational entertainment to young children. This includes a weekly radio
program named “Itetero”
 launched in October 2015 and aired on
Radio Rwanda. Itetero TV was also launched in March 2018.
  Objective of the consultancy
The
primary objective of this consultancy is to develop the capacity of Rwanda
Broadcasting Agency staff and the Content Advisory Group (CAG) for its
children’s media programme.
  To provide a three-hour refresher training
for the CAG members – a group of experts in the area of health, nutrition,
protection, disability, and families, which provides support to story lining
process.
  To provide two-week on-the-job training for
the TV crew.
  To plan and co-facilitate a story lining
workshop, giving advice to the TV crew and radio crew to make overall quality
improvements in the production.
  To provide quality assurance of the 52
storylines created.
  Justification
Children’s
media programme in Rwanda is increasingly recognized as an effective
communication channel on ECD issues. In order to develop an effective and
age-appropriate content for young children, and make most of the media
capacity, expertise in this field is essential. Such expertise is not found
in-house.
  Scope of work and tasks
The
institutional consultant will undertake the following tasks to improve the
children’s media programme in Rwanda:

to the development of the agenda of a five-day story lining workshop, which
will be co-facilitated together with the local NGO facilitation team during the
in-country phase. (December 2018)

Conduct
a three-hour refresher training to Radio Rwanda’s crew and Content Advisory
Group as a part of the five-day story lining workshop. By the end of the
workshop, 52 contents for the radio dramas will be produced with particular
attention to age-appropriate messaging and social inclusion.

Production
workshop to the RBA TV crew: providing on-the-job training, overseeing
technical production process (including rehearsals and directing children,
advising on sound technician for ambiance sound and the use of transitional
music, how to pitch the messages for parents).

Provide
quality assurance by reviewing and commenting on all the story lines and TV
productions (February 2019)

  Expected deliverables
  Draft workshop agenda;
  52 storylines after quality assurance;
  Brief final report summarising the on-the-job
training provided to the TV crew.
  Payment schedule
Payments
will be made upon submission of the key deliverables:
  30% on submission of the draft workshop
agenda.
  50% upon submission of 52 storylines provided
with quality assurance comments.
  20% after submission of a brief final report.
  Reporting/supervision
The
Consultant will report to the Chief of Communication, Advocacy and Partnerships
in UNICEF.
  Qualifications and experience required / evaluation
criteria:
The
consultant should fulfill the following requirements to be selected for this
assignment:
  At least 15 years experience in Communication
for Development (10 points)
  At least 15 years of hands-on work experience
in children’s media (15 points)
  Advanced degree in social science, education,
communication, or behavioural science. (10 points)
  Proven experience in facilitating workshops
(15 points)
  Experience in working with media, especially
in children’s media (15 points)
  Previous experience of working with UN and/or
Government (5 points)
  Excellent communication skills in English
(Minimum requirement)
  Financial proposal (30 points)
  General conditions: procedures and logistics:
The
consultant will use own computer. The requested budget for the assignment
should include travel and living/subsistence allowances.
  Copyright, Patents and other Proprietary
Rights
UNICEF
shall be entitled to all intellectual property and other proprietary rights
including but not limited to patents, copyrights and trademarks, with regard to
documents and other materials which bear a direct relation to or are prepared
or collected in consequence or in the course of the execution of this contract.
  Policy both parties should be aware of
  Under the consultancy agreements, a month is
defined as 21 working days, and fees are prorated accordingly. Consultants are
not paid for weekends or public holidays.
  Consultants are not entitled to payment of
overtime. All remuneration must be within the contract agreement.
  No contract may commence unless the contract
is signed by both UNICEF and the consultant.
  Consultants will not have supervisory
responsibilities or authority on UNICEF budget.
  Consultants will be required to sign the
Health statement for consultants/Individual contractor prior to taking up the
assignment.
  For international consultants outside the
duty station, signed contracts must be sent by fax or email. Signed contract
copy or written agreement must be received by the office before Travel
Authorisation is issued.
How

Interested
candidate should submit:
  a technical proposal “ Concept note”
(max 2 pages) describing your technical expertise, and a brief description of
the approach and core values that will be applied for this service, and any
other information to prove the candidacy based on the desired qualification
described above. CV showing relevant work experience.
  Financial proposal – total cost of
consultancy should be an all-inclusive lump sum. This lump sum includes the
consultancy fee, international trips and in country transport cost, and living
allowances. However, please note that final payment of the living allowances is
dependent on the number of days spend in Rwanda, with the living allowances
pegged at not more than 75% of the applicable United Nations Daily Subsistence
Allowance rate for any location. The payment of consultancy fees shall also be
effected upon certification of services rendered satisfactorily in accordance
with agreed deliverables.
