at Columbia University is a non-governmental organization operating in Tanzania
since 2004, with funding from the PEPFAR through the U.S. Centers for Disease
Control and Prevention (CDC). In collaboration with the Ministry of Health and
Social Welfare (MoHSW), ICAP su
pports quality, comprehensive, family-focused
HIV prevention, care and treatment services at health facilities and communities
in Mwanza and Kagera. A key aspect of the program is to build the capacity of
the MOHSW, at the national and sub-national levels, and indigenous CBO/NGOs to
manage HIV programs including financial, administrative, program management and
technical advisory skills. The program has employed competent, dynamic
individuals with programmatic understanding, clinical background as well as
public health management knowledge in implementing the program objectives.
Since April 2014 in Mwanza City, ICAP has been implementing an outreach-based
harm reduction/HIV prevention program to key populations (KP). Starting in
October 2015, ICAP is expanding its programming for key populations targeting
priority populations (PP) of adolescent girls and young women (AGYW) aged 15-24
among the general population in both Mwanza and Kagera with community-based HIV
prevention interventions.

Job Function:
The incumbent will be responsible to oversee the overall implementation of an
HIV prevention program among key and priority populations in Mwanza (for
Nyamagana MC and Sengerema DC) or Kagera (for Bukoba DC and Muleba DC). S/he
will work closely with the Senior Technical Adviser in Dar es Salaam and
supervise the program teams in Mwanza and Kagera.
responsibilities and duties:
- Lead
and manage all staff working on the key and priority population portfolio
in Mwanza and Kagera offices - Oversee
work plan development for immediate initiation of an HIV prevention
program for KP and PP communities in Mwanza and Kagera and implement it.
Regularly develop annual and quarterly work plan and implement. - Oversee
the orientation of the local government authorities and other stakeholders
about the key and priority population programs - Oversee
the training/orientation of healthcare workers in the selected health
facilities on KP/PP program - Oversee
the development of the referral network model between the outreach and
health facility services - Coordinate
mapping of hot spots and size estimation where KPs and PPs are found - Coordinate
mapping of local NGOs to identify the most appropriate NGO(s) to be
sub-contracted, participate in the development of the SOW and regularly
monitor its implementation. Develop plan in building the capacity of the
local NGO and submit to the ICAP management for the implementation - Supervise
the recruitment and training community outreach workers from peer groups
to implement the outreach services. - Oversee
and expand the delivery of HIV prevention services to the KPs/PPs by
community outreach workers. The type of services provided include: HIV
risk reduction (e.g. behavior change communication, condom and lubricant
distribution), screening for TB/STI/GBV, escorted referral to HIV/STI/TB
testing and other health services, and linkage/referral for HIV care and
treatment. - Mentor
and supervise community outreach workers regularly and frequently during
outreach sessions and lead weekly outreach worker meetings - Develop
with the M&E team the M&E tools for KP/PP program - Ensure
adequate data collection and timely, complete and clean reporting to the
MOHSW and to the donor - Performing
any other relevant duties as assigned by the supervisor
qualification, Knowledge and skills:
- Demonstrated
working experiences of a minimum 5 years in HIV prevention and care to
KP/PP programs with a donor funded organization, or similar field - Demonstrated
management experience of a minimum 3 years, with strong supervisory and
management skills in leading teams of public health professionals,
experience in developing and executing work plans, budgets, etc. - Ability
to work after normal working hours at informal gatherings and
entertainment centers - Ability
to interact well with KP/PP groups by facilitating a nonjudgmental,
nondiscriminatory, and non-stigmatizing environment in the program, to
welcome all clients regardless of their race, gender, religion, health/HIV
status, or sexual orientation. Candidates that identify themselves as one

knowledge on HIV/AIDS prevention, care and treatment, and adherence and
psychosocial support programs - Ability
to work independently, strong problem-solving skills - Required
