achieve its mission: prevention, care and treatment; training; research; laboratory services (provided through a partnership with the Makerere University-John Hopkins University Core Lab) and Outreach programmes. Since April 2011, IDI, with funding from Centres for Disease Control and Prevention (CDC) has been offering safe adult Male medical Circumcision services in Kampala as part of a comprehensive HIV prevention package for men. This initiative, branded “AMAKA -Adult Male Medical Circumcision in Kampala” is being implemented in two facilities in Kampala. IDI has received additional funding to further scale up MMC services beyond Kampala. This MMC scale up will initially involve the districts of: Kyankwanzi, Hoima, Kiboga, Masindi, Kibaale, Kiryandongo Buliisa and Kalangala among many others effective 1st October 2012.
MONITORING AND EVALUATION SPECIALIST (1)
Reports To: Outreach Programme Senior M& E Specialist
The M&E Specialist will work within the IDI Outreach Programme M&E function to develop sustainable and effective M&E systems and practices for the expanded AMAKA Project; In particular s/he will provide technical support in the design, implementation and ongoing review of the project’s monitoring and evaluation function.
Key Responsibilities:
• Will be responsible for overall coordination of all M&E aspects of the project with support from the technical teams including the data manager. Key responsibilities will include, but will not be limited to the following:
• Design, develop and implement the project M&E systems
• Identification or development of data collection tools for use by the project; including project databases.
• Develop / refine M&E indicators for the project related to achievement of project objectives and annual work plans.
• Oversee input, storage and appropriate use of data to track project performance and provide feedback to stakeholders.
• Conduct periodic review and further development of project work-plans as well as project Log frame.
• Ensure timely collection of data in relation to all project indicators
• Establish, coordinate and implement Quality Assurance (QA) and Quality Control (QC) systems to ensure validity of project data as well as accuracy and integrity of data collection process
• Produce Quarterly Key Performance Indicators for the project (and other periodic or ad hoc reports).
• Present project M&E results at meetings.
• Ensure that data are analyzed and reported for use in project management, as well as providing timely and complete information to stakeholders.
• Any other duties specified by the Supervisor. Education and Experience:
• Bachelors degree in Statistics, Quantitative Economics, Health or Social / Behavioral sciences or any other relevant field
• A post graduate qualification in Public health, Project Planning and Management, Monitoring and Evaluation, Statistics, Biostatistics or any related fields will be an added advantage.
Requirement:
Knowledge, abilities and skills:
• Experience in design, development and implementation of M&E systems in the health sector
• Experience in analysis and reporting/presentation of data for Programme decision-making
• Good database management skills
• Good analytical, report writing and presentation skills
• Strong skills in statistical packages such as STATA, SPSS, EPIINFO and/or SAS as well as Computer software including Ms. Word, PowerPoint and spreadsheets
• Experience in the development and management of HIV/AIDS programmes.
• Experience in leading evaluation or research design, data collection and analysis processes.
• Ability to work in a team environment.
• Good presentation skills
• At least three years of relevant work experience with commensurate responsibility.
Contract duration:
For all the positions indicated above, the initial contract duration will be one year from the start date, but renewable based on funding availability.
