ICT Officers: OPM/NUSAF2 Headquaters Jobs Vacancies in Uganda at Northern Uganda Social Action Fund (NUSAF2)

The Government of Uganda has received a credit from International Development Association/World Bank towards the cost of the Second Northern Uganda Social Action Fund (NUSAF2) Project and intends to apply part of the proceeds to payment for a contract for the selection of individual consultants for the positions outlined below. Selection will be conducted in accordance with the World Bank’s Guidelines: Selection and Employment of consultants by World bank borrowers (Current Edition)
TITLE: ICT OFFICERS: OPM/NUSAF2 HEADQUATERS

JOB PURPOSE
To provide Technical support in the development and maintenance of a Management Information System for OPM / NUSAF2 in collaboration with the Northern Uganda Data Centre (NUDC)

KEY RESULT AREAS
Maintain Relational Databases storing data on project implementation
Train TS1 and OPM Staff In use of the MIS and underlying technologies
Integrate sub-project performance data into Geographical Information System database
Consolidate and Integrate relevant information and help users to generate both standard and adhoc Reports
Maintain Local Area Network, Computer Hardware and Software used by the project
Continuously Update Antivirus Application Software on both the laptops and the local area network.
Provide Trouble shooting services for commonly occurring technical problems (both hardware and software based).

SPECIFIC DUTIES AND RESPONSIBILITIES
Maintenance of relational databases on interventions supported by OPM through NUSAF2
Generating appropriate information (reports) from the databases
Training users of the system on all the activities to be performed by users including e-mail, internet services, and report generation d.
Troubleshooting system failures
Maintaining the Local Area Network
Maintaining and troubleshooting hardware and software problems
Integrating project data into the GIS database
Supporting the Financial Management System Software (Sun-Systems)
Ensuring that preventive maintenance is carried out in accordance with the agreed schedule
Advising OPM staff, in particular NUSAF2 staff on appropriate remedial maintenance to be carried out on systems.
Updating anti-virus definitions periodically Any other assignment related to the above activities

Job requirement
PERSON SPECIFICATIONS
Minimum of Bachelor of Science in Computer Science or its equivalent from a Recognized University
Programming skills in access / any sql language
Knowledge of Relational Databases especially using access and or oracle
Should be a Cisco Certified Network Associate,
Ability to update websites using any of html, Java scripts or any other language. OPM has standardized the use of “html” by end users
Demonstrable experience of not less than 3 years in similar tasks
At least two years experience of any of Network administrator, database administrator, or webmaster is an added advantage,
Able to work long hours unsupervised,
Good interpersonal skills and ability to relate well with project team and other OPM staff
Must be a Team player

APPOINTMENT
Initial Term of two years (renewable upon satisfactory performance)
Probation period of six (6) months

REPORTING:
Information & Communication Technology (ICT) Officers will report to the Management Information Specialist (MIS).

DUTY STATION: Kampala
