Across Africa and Eastern Europe, we move children out of institutions and into family-based care, support families at risk of breakdown, due to the pressures of poverty, disease or conflict and prevent child abandonment and institutionalisation.

Hope and Homes for Children, Rwanda has exciting vacancies for the following positions and seeks to recruit qualified Rwandan nationals with relevant technical and working experience that will contribute to delivery of Country Strategy, program development and implementation of de-institutionalisation (DI) programmes in Rwanda.

Position: Programme Funding Officer
The position is responsible for generating funding to HHC Rwanda, focusing on projects which fulfil the organisation’s strategy to become a ‘Service Development Agency’. The position reports to the Head of Programme Development and Advocacy

Main roles and responsibilities
• Develop a resource mobilization strategy in consultation with the Head of Program Development and Advocacy.
• Support the Head of Programme Development and Advocacy to identify in-country funding opportunities and prepare proposals, concept notes and necessary program documents.
• Work with all departments and partners to prepare for project proposals from their respective sections, evaluate the proposals, and provide technical assistance for development of proposals.
• Keep fruitful relationship and liaison with organizational donors and partners and other development agencies through informal networking, briefings and formal interactions such as participating in the relevant donor thematic group meetings/consultative groups and advisory groups.
• Facilitate networking and partnership developments for resource mobilization
• Support the development of narrative donor reports and coordinate efforts to ensure the timely delivery of qualitative donor reporting.
• Coordinate with HHC Staff / institutional manager to develop alternative service related projects and programmes.
• Assist in the preparation of monthly, quarterly and annual reports.
• Undertake any other activity that contributes to the smooth running and development of HHC

Person Specifications
• Bachelor’s degree in finance, marketing, communication, development studies or any other related field.
• He/ She should have not less than 2-3 years of experience in resource mobilization including 2 years at the international level.
• Ability to write well evidenced and well planned project proposals
• Knowledge of project budget setting and development
• Awareness of Child Rights issues as they relate to Rwanda
• Ability to coordinate multiple donors and maintain donor satisfaction
• Excellent negotiation and communication skills in (written and oral) English and good French or Kinyarwanda.
• Rwandan national with significant experience in Rwanda and sub-Saharan Africa

Position: Advocacy and External Communications Officer

This position is responsible for development of external communication materials for purposes of improving awareness of the HHC Rwanda approach and ethos and coordinating advocacy initiatives. The position reports to the Head of Programme Development and Advocacy. The position holder will coordinate external communications on behalf of HHC, deal with outside media and keep current employees informed about the organisation’s activities, aims and objectives, using a range of different channels including print and electronic media.

Main roles and Responsibilities
• To co-ordinate the production of external HHC communications, publications and materials, in consultation with other HHC staff
• Together with the Head of Program Development and Advocacy and M&E officer lead the work on the development of the design, content and production of external communication materials.
• Responsible for the content and appearance of each edition, writing articles and briefs about HHC work in Rwanda
• Sourcing articles and images from different sources within and outside HHC in line with HHC work and liaise with external advertising, design and printing contractors for publication.
• To contribute to the review and development of existing HHC communication materials to ensure that they best achieve their intended objectives.
• To develop, implement and maintain, in liaison with other HHC staff and external consultants, strong HHC visual branding.
• To develop and maintain an HHC photo library for use across a range of communications forms.
• To contribute to planning of and arrangements for HHC events, in particular regarding the design and production of communication materials.
• To represent HHC at internal and external events as required.
• To develop, promote and adhere to best practice and to agreed systems and procedures across all areas of work.
• To remain informed about policy issues affecting HHC work at national, regional and global levels.

Person Specifications
• Bachelor’s degree in any discipline, but English, journalism, marketing, communications, business, or social sciences are preferred.
• Strong experience in developing external communication materials through a range of different mechanisms, including print, TV /Radio, new media
• Demonstrable understanding of the role of Advocacy in policy development
• Some knowledge of Child Rights within the context Rwandan law as well as regional and international instruments.
• Outstanding written and verbal communication skills, including written publications in English and good French or Kinyarwanda.
• Excellent computer literacy skills
• Demonstrable negotiation and persuasion skills with experience in public speaking and ability to give effective oral and written presentations
• Rwandan national with significant experience in Rwanda and sub-Saharan Africa

Position: Technical Analyst

This position is responsible for providing technical analysis and expertise in order to interpret and document learning from programme activities, with the aim of contributing to policy discussions and development. The position reports to the Head of Programme Development and Advocacy

Main roles and Responsibilities
• Together with the Head of Programme Development and Advocacy, contribute to well argued and evidence based policy analysis
• Work with M&E Officer to identify evidence to reinforce the impact and effectiveness of the DI model
• Working with the Advocacy and External Communications Officer, to ensure that messages on impact of the DI model are consistent and effectively present in external communications and advocacy
• In liaison with his/her supervisor represent the organisation on technical forums and working groups
• Contribute to the development of technical analysis in all external and internal reports
• Observe patterns of project implementation to make predictions about the future impact as well as challenges and suggest appropriate mitigation measures/alternatives.
• Identify redundancies in existing processes and/or technical solutions and recommend actions for efficiency
• Contribute to group knowledge and best practices in implementing DI projects
• Develop evidence based manuals/ models based on proven models of success in DI implementation.
• Analyze the effectiveness and efficiency of existing systems/models and develop strategies for improving or further leveraging these systems/models
• Helps to identify current operating procedures and to clarify program objectives and operational plans.

Person Specifications
• A bachelor’s degree in economics, business, human rights and development studies
• At least 3 years of relevant work experience
• Technical expertise in the delivery of holistic support to vulnerable children
• Understanding of psychological and mental health problems faced by vulnerable children in Rwanda
• Expertise on child rights law in Rwanda and sound knowledge of international child rights instruments
• Ability to share good practice in written and oral form
• Sound ability to analyse and extract lessons from qualitative and quantitative monitoring and evaluation systems
• Extensive understanding of programme requirements, design, and implementation processes
• Ability to work with cross-functional staff and teams to deliver quality and a high level of beneficiary satisfaction
• Ability to work with team members to ensure successful project delivery
• Strong problem identification and problem resolution skills
• Excellent and effective communication skills with multiple stakeholders, management, and other decision makers
• Experience in public speaking and ability to give effective oral and written presentations
• Knowledge of varied computer applications.

Position: Field Worker

Roles and responsibilities:
• Together with Social Workers conduct family assessment, support and follow up for children prevented to enter into institutions as well as children moved from institutions and placed in family-based care or in independent living
• Together with the Community Development Officer and Social Workers, oversee the handover of community hubs to communities
• Together with the M&E officer collect data on children, families and communities
• Support the Department of Program Management (Community Development and Alternative Services) to provide ongoing supervision, capacity building and training for childcare professionals, children & families with particular emphasis on ensuring that alternative and prevention services providers deliver high quality support services to children and families
• Assist in all activities under the Department of Program Management (Community Development and Alternative Services) where required

Competencies
• Bachelor degree in social work preferably
• Direct operational social work experience (Social work with individuals, families, groups and communities)
• Experience working with vulnerable children, families and communities
• Understanding of service provision by Child focused organisations in Rwanda
• Some knowledge of Child Rights law in Rwanda
• Ability to write and document clearly
• Some knowledge of ECD program
• Knowledge of De-Institutionalisation and alternative services delivery for child care
• Ability to mobilise a range of field partners; community volunteers, local leaders, community members and parents for an intervention based on networks and forums
• Ability to build trust and relationships with stakeholders
• Written and verbal communication skills, including written reports in English and Kinyarwanda (imperative).
• Basic computer skills (Word, Excel and PowerPoint)
