The Ofgem (Office of Gas and Electricity Markets) Group regulates the gas and electricity industries in Britain. Our role is to protect consumers and enable them to secure value for money and benefit from reliable supplies. Ofgem has now restructured to meet its duties and obligations for both today’s and also tomorrow’s consumer. E-Serve is responsible for Ofgem’s delivery functions, while Ofgem maintains its regulatory and policy roles.

The mass rollout of smart metering will transform how energy markets operate. Many new commercial opportunities and business models will become viable, and the nature of the relationships between customers and various parts of the energy sector will change. Energy management services, using the data made available by smart meters, will become relevant to a much larger number of customers. The purpose of this role is to lead and manage Ofgem’s use of its knowledge and regulatory powers in respect of metering to promote competitive, efficient outcomes and protect the interests of current and future consumers through this period of change. This will be as a founder member of the leadership team of Ofgem’s new Smarter Markets Directorate.

Key requirements
• to be able to provide strategic guidance and direction to a team of staff such that the role of the team is well understood, and strong performance against clearly defined (and robust) plans is delivered sustainably; to demonstrate intellectual leadership within and across Ofgem’s stakeholder community on metering as it affects market development
• to be able to understand, structure and manage a program of analysis and evidence gathering to support robust decision making on a wide range of technical, economic and commercial policy issues; to be able to construct and refine sets of related policy analysis in ways that support strategic priorities and Ofgem’s thought leadership
• to be able to communicate effectively to a range of internal and external senior audiences, both verbally and in writing; to manage the delivery of clear, concise and accurate materials with appropriate messaging; to plan and execute communication and stakeholder engagement strategies
• to identify and actively manage key stakeholder relationships with professionalism and integrity, consistent with effective and inclusive consultation and the maintenance of Ofgem’s professional reputation; to identify and manage stakeholder management by being aware of and using a range of tools
• to be able to understand the work of the team and the Directorate in a wider strategic context, and to contribute effectively (and in some cases lead) dialogue on questions of strategic direction
• to understand in depth the commercial and regulatory frameworks governing the operation of electricity and gas markets, and to build and maintain a detailed knowledge of particular areas of relevance to the work of Smarter Markets. An economic or technical underpinning to this sector knowledge is desirable
• to show leadership in the application of best practice project and resource management, in support of the efficient operational management of Smarter Markets Directorate and Ofgem more widely
