HarvestPlus Monitoring and Evaluation Specialist Job Vacancy in Kigali, Rwanda

HarvestPlus
is a Global Challenge Program of the Consultative Group on International
Agricultural Research (CGIAR). HarvestPlus seeks to develop and disseminate
nutrient rich staple food crops as a means to reduce micronutrient malnutrition
(hidden hunger) in developing countries. The initial target micronutrients are
iron, zinc, and vitamin A. Hosted by CIAT Rwanda, HarvestPlus is delivering
high iron beans in the country.
The
position:

The
Monitoring and Evaluation (M&E) specialist is responsible for:
  • Developing
    the M&E strategy for activities in Rwanda in consultation with the
    HarvestPlus Impact and Policy team;
  • Managing
    the overall M&E strategy by implementing the related M&F,
    activities;
  • Providing
    timely and relevant information to the Country Manager and other eject
    stakeholders.
The
M&E specialist will be reporting to the Country Manager and will be working
in close collaboration with the program staff in the country, HarvestPlus
Impact and Policy team and M&E staff of the partnering institutions/NG0s.
The
role involves all aspects of M&E work, including setting up the system,
identifying and designing the key indicators for each component, refining
frameworks, carrying out data collection and managing it, setting up and
maintaining databases from which information can be used to contribute to
regular reports. The M&E specialist position is a full time position based
in Kigali and requires regular travel throughout the country.
Specific
duties and responsibilities include:
  • Have
    day to day responsibility for HarvestPlus program M&E activities in
    Rwanda.
  • Responsible
    for development, maintenance and operationalisation of an M&E system
    for the HarvestPlus program that allows learning, adaption and innovation.
  • Prepare
    reports for the donor(s), along with monthly, quarterly, annual M&E
    reports based on agreed upon indicators and highlighting lessons learned
  • Work
    with partners to ensure collection of relevant and appropriate data needed
    for an effective and informative M&E system for purposes of program
    implementation improvement, and future designs.
  • Facilitate
    the capacity building of implementation partners to enable them to monitor
    and evaluate their efforts, gather relevant data and produce progress
    reports
  • Provide
    independent verification of performance of implementing partners through
    monitoring, assessment and evaluation of the program
  • Liaise
    and provide relevant data to HarvestPlus Impact and Policy team and
    collaborators
Qualifications
and Experience:

Requirements
for the position include:
  • A
    BSc degree (statistics, agriculture, nutrition, development studies) with
    2+ years relevant experience in directing M&E activities in a project
    and/or NGO
  • Experience
    in M&E methods and approaches (quantitative, qualitative and
    participatory) including practices in the agriculture or nutrition sectors
  • Knowledge
    and experience in the planning and implementation of M&E frameworks
    and systems (including logframes)
  • Fully
    computer literate with a working knowledge of EXCEL and statistical
    analysis software
  • A
    solid understanding of rural development, with a focus on participatory
    processes, joint management, and gender issues;
  • Excellent
    oral and written English communication skills; fluency in Kinyarwanda
  • Collaborative,
    self-motivated and able to work well within a multi-disciplinary team
  • Excellent
    interpersonal and organizational skills
  • Willingness
    to undertake regular travel.
Desirable
qualifications include:
  • Experience
    in data collection and survey implementation
  • Relevant
    MSc degree is an advantage
Terms
of Employment:

This
is a local position is based in Kigali with regular travel throughout the
country. It is an annual, renewable appointment with probation period.
