CONTEXT OF
THE MISSION
Uganda currently has
one of the fastest-growing refugee crisis in the world. As of December 2015,
there were 477,877 and 35,799 asylum seekers from 13 countries1 hosted in nine
districts located mainly in the northern, southern, and southwestern regions of
the country.
Between 2009 and
2012, Handicap International was present in Uganda implementing Mine Risk
Education activities. These activities concluded in 2013 when Uganda was
declared free of mines in 2012. In October 2017, HI launched its new programme
directed at the refugee response in Arua District, West Nile region. HI is
currently implementing psychosocial support services, community-based
rehabilitation, protection of persons with specific needs, and a small cash
transfer programme. These actions are implemented in Omugo Settlement, the
extension of Rhino Camp Settlement where all new refugees are being settled,
and Imvepi Settlement.
These actions
comprise the four components of HI’s newly-defined Uganda Refugee Response
Strategy. Funding is secured until end September 2018. While current activities
are limited to Arua District, HI intends to expand the scope to other refugee
areas including other districts in Norther Uganda hosting South Sudanese
refugee popualtions, and the Congolese refugee sites in Western Uganda.
GLOBAL
OBJECTIVES OF THE POSITION
Under the line
management of the Head of Mission and in close coordination with Logistics,
Finance and Human Resources Departments, the Field Coordinator is responsible
for developing, coordinating, and ensuring smooth implementation of Handicap
International´s field operations in adherence to technical, logistics, human
resource, administration and security internal and external procedures and
regulations. At regional level, the Field Coordinator represents Handicap
International vis-a-vis relevant stakeholders. The Field Coordinator manages
the operations and support teams based in the area of implementation in Arua
District, West Nile Region, Uganda. The Field Coordinator will also be
responsible for driving forward HI Uganda’s refugee response strategy by
leading, together with the Country Manager, the development of funding
opportunities and strategic partnerships to scale up HI’s response to the
