The
Government of Malawi with funding from the 11th European Development Fund have
developed an agriculture programme called ‘Kutukula Ulimi” (KULIMA). The KULIMA
Programme Estimate aims to fulfil one of the three objectives of the KULIMA
Sustainable Agriculture Programme – to increase agricultural productivity and
diversification mainly through up scaling climate-smart agriculture
technologies. Among the implementation arrangements, there is a Multi annual
Programme Estimate to be managed by the Ministry of Agriculture, Irrigation and
Water Development. It will seek to achieve this by providing overall
coordination and complementary support for the implementation of relevant
interventions by government and other stakeholders — FAO, GIZ

as well as other
successful grantees to the call for proposals.

The main
purpose of the intervention is to improve the delivery of public sector
research, extension and irrigation services so as to achieve increased
agricultural productivity and diversification of crop production in a changing
climate. The main areas of action are the strengthening of extension and
research using a Farmer Field School Approach.
The Ministry
of Finance, Economic Planning and Development, National Authorising Officer
Support Unit, therefore invites applications from suitably qualified and
interested candidates to fill the vacant positions of KULIMA to be based in the
Ministry of Agriculture, Irrigation and Water Development.

PURPOSE
OF THE JOB 

Generally, to contribute to the overall objective of KULIMA and to strengthen
the coordination of the Government entities in ensuring that development
assistance is used efficiently and effectively and financial requests from the
KULIMA stakeholders are reviewed and funded accordingly in time. Specifically,
the position aims to develop, implement and maintain systems, procedures and
policies in compliance with the European Union accounting system and guidelines
to ensure that sound financial control, verification and quality assurance measures
are implemented, and professional accounting principles are adhered to across
the KULIMA
Programme.
KEY
RESULT AREAS
1.      Perform the core financial
functions of the section, namely:
o   
checking
and verification of invoices, payment and replenishment requests for EU
programmes in the sector implemented under decentralized management;
o   
establishing
the correctness of the amount due for payment;
o   
adhering
to the appropriate routing slips and checklists;
o   
preparation
of Payment Orders, control cards and contract sheets;
o   
preparation
of closure requests;
2.      Providing support and guidance to
the Programme Manager/ Imprest Administrator and Imprest Accounting Officer on
all project accounting and financial matters;
3.      Preparation of monthly and ad hoc
financial reports.
4.      Attend regular meetings and
liaise closely with Programme Managers to efficiently validate, verify and
process project documents and requests.
5.      Provide support and guidance to
projects to ensure that their accounting systems and reporting procedures
comply with CRIS-FED requirements.
6.      Review and validate PE financial
reports; advance, replenishment and closure requests; budget reallocations and
requests for addenda, and make recommendations to the Imprest Accounting
Officer.
7.      Liaise with Programme Managers to
be supported under KULIMA on matters related to procurement requests, tender
dossiers and payment requests for works, supplies, services and grants, and
participate in tender and evaluation committees as required.
8.      Review of interim and final
payment requests and financial reports; review of audits and expenditure
verifications, and ongoing monitoring of implementation, in collaboration with
Programme Manager
9.      Check and review project audit
reports, final statements of accounts and guarantees, and provide comments to
the Imprest Accounting Officer as appropriate.
10. Prepare monthly reports, work
plans, and annual work plans and reports in order to support salary payments
and the staff appraisal system
11. Undertake any other duties and
responsibilities commensurate with the role and level of this position as may
reasonably be requested by the Imprest Accounting Officer

SPECIFICATIONS

Qualifications
Minimum
·        
A first
University Degree and professional qualification such as ACCA, CIMA, etc.
(If no professional qualification then a minimum of a first Degree and 10
years’ relevant experience Is required).
Skills:
·        
Highly
numerate, with an ability to identify trends, errors and non-compliant
accounting practices
·        
Ability
to scrutinise works, services and supplies contracts and reconcile transactions
·        
Computer
literate, with sound working knowledge of the full range Microsoft Office
programmes and electronic financialmanagement / accounting systems
·        
Coaching
and mentoring skills
·        
Good
communication skills, both written and oral.
Experience
Minimum
·        
At
least 5 years of relevant professional experience (with professional
qualification) or 10 years (without professional qualification), at least 2 of
which have been gained in International, 
donor-funded development programmes
·        
Financial
management experience
·        
Work
experience with donor-funded projects and programmes
·        
Experience
in contract management
·        
Experience
in procurement processes
·        
Specific
experience and demonstrable knowledge of EUprocedures desirable
