AND FINANCE/ACCOUNTS CONSULTANCIES NEEDED
 BACKGROUND: Good Neighbors International
(GNI-Rwanda) is an international humanitarian and development Non- Governmental
Organization in General Consultative Status with the United Nations Economic
and Social Council (UN ECOSOC). GNI-Rwanda strives to improve lives, especially
children’s lives, through community development projects.

In order to strengthen its
internal system control and efficiency and smooth running of operations, Good
Neighbors International (Rwanda) would like to hire the service providers being
consulting firms or competent individuals to perform the following duties:
Lot 2: Review and
re-development Finance and Accounting Policy and Procedures Manual
We request the applications
to develop the policy and procedures manual including but not limited to the
financial operations, accounting operations, procurement procedures, logistics.
The performance of this assignment needs the consideration of Rwandan laws.
Objectives and requirements
I. Objective of
the assignments
These policies and/or
procedures are to be developed to support the operational functions of Good
Neighbors ensuring smooth, efficient and professional practices. These
guidelines are also intended to steer compliance to donor
requirements while meeting the program needs. Specifically, they aim:
–      
To comply with all Rwandan laws in force;
–      
To strengthen the internal control systems;
–      
To enforce the interdepartmental collaboration;
–      
To enable project driven analysis and decision making;
–      
To enforce transparency and accountability.  
II. Task duration:  The task will last
a period of only ten (10) days
III. Consultancy
firm/individual requirements
  • Minimum
    of 5-8 years of relevant experience, preferably with international
    non-governmental organizations;
  • Experience
    in law policies re-sharping and institutional adaptations( For law consultants)
  • Experience
    in procedures manual development, developing a
    detailed process, and Business Process Re-sharping (For business
    consultants)
  • Availability
    of expertise in record & workflow management
  • Relevant
    credentials with at least 3 similar projects; as a
    practitioner and/or as a consultant with a
    list of procedures manual and human resources details.
  • High
    capacity to adapt and understand the local context to propose
    tailored-made and realistic solutions/recommendations, which will be
    aligned with the operational strategy and expectations of the
    organization.
Interested consulting firms
or individuals are encouraged to submit their interests’ letter and detailed
CVs followed by quotations to the GNI-Rwanda head office located in Kimihurura
FAIRVIEW building, 3rd floor, opposite Lemigo Hotel, not later
than Tuesday
16th, October 2018, 5 pm. Note that these are two separate
firms or individuals.
