the Global Health Corps Fellowship:
Global Health Corps is a one-year paid
fellowship that pairs young professionals with organizations (fellowship
placement organizations) that require new thinking and innovative solutions. We
believe that great ideas don’t change the world, great PEOPLE do! The
fellowship begins in July 2015 and extends through August 2016. Fellows engage
in professional development training, mentorship and thoughtful
community-building, and continue to draw upon their fellowship experience and
the GHC alumni network as they build careers of lasting impact.

Fellows are
placed in organizations in pairs – one international fellow and one local
fellow from the placement country – creating a fellowship team that is a
central part of the fellowship experience.

About
the Fellowship Placement Organization: Partners In Health (PIH), headquartered
in Boston, MA, is an internationally recognized non-profit organization whose
mission is to provide a preferential option for the poor in health care.
Through its service delivery, training, advocacy and research, PIH works
globally to bring the benefits of modern medical science to those most in need
and to serve as an antidote to despair. PIH operates sites for clinical care,
research and training in 10 countries (Haiti, Peru, Russia, Boston, Rwanda,
Lesotho, Malawi, Kazakhstan, Mexico, and the Dominican Republic) and has a
growing network of affiliated organizations and initiatives in several other
countries, including Nepal, Burundi, Mali, Liberia, Guatemala, and Togo.

In 2005,
Partners In Health was invited by the Rwanda Government to start working in
Rwanda, and a sister organization locally known as “Inshuti Mu
Buzima” (IMB) was initiated. Today PIH/IMB accompanies the Ministry of
Health (MOH) in three rural districts (Kayonza, Kirehe and Burera) with a total
catchment area of 900,000 people, to deliver high quality health care at three
district hospitals, 40 health centers, and at the community level through
roughly 2,700 community health workers.

Fellowship
Position Overview: The MEQ Fellow will play an integral bridging role, working
with both the Monitoring and Evaluation and Quality Improvement teams at PIH.
Since 2010, PIH, in collaboration with the MOH, has supported districts
implementing an innovative Mentorship Enhanced Supervision for Healthcare and
Quality Improvement (MESH-QI) program which is focused on providing sustained,
regular clinical mentoring and routine clinical data collection and utilization
for continuous quality improvement. MESH-QI was proven to be an extremely
effective model to improve processes of healthcare delivery at health
facilities. Work in the Monitoring and Evaluation department will focus on
supporting strategic data use and capacity development. The fellow will be
involved in the activities of the Monitoring and Evaluation department’s
support to IMB clinical and operations programs across three districts, and
technical assistance for quarterly data sharing meetings.

Responsibilities: Monitoring and Evaluation (50%)

Data utilization Provide technical support to clinical
and operations program leadership during quarterly review of programmatic
indicators Support program managers’ data use and
interpretation through one-on-one meetings and trainings Prepare data from multiple sources
for quarterly data sharing meetings with final presentation in Excel
dashboards
Capacity Building Meet with clinical program managers
and district leadership to mentor on data interpretation and use
Develop training materials on data quality and data interpretation for use
by program managers and researchers Conduct
seminars and trainings to support monitoring and evaluation, research and
other staff in building data management and analysis skills

Quality
Improvement (50%)

Monitor and evaluate quality
improvement projects across PIH supported District Hospitals, including
data analysis, data interpretation, and M&E tools design to best fit
the QI project
Develop training materials on quality
improvement: background, program design, methodology, and implementation
Apply and teach the science and
theory of quality improvement to achieve results on time and within budget
Liaise with the manager, Impact
Dissemination Projects and the MESH-QI mentors to identify and document
potential quality improvement cases

Required
Skills and Experience:

Master of Public Health or related
post graduate degree
At least 2 years of quality
improvement and/or monitoring and evaluation professional experience
Understanding of principles of
quality improvement
Prior work developing and delivering
training content
Ability to prioritize multiple tasks
while maintaining organized records and files
Proficient use of Microsoft Excel
including graphs, charts, formulas, and conditional formatting
Demonstrated experience collaborating
in a professional setting
Strong interpersonal skills and
excellent communication skills, including verbal, written, presentation,
and facilitation
Strong interest in global health and
willingness to live in rural setting
Ability to perform with minimal
direct supervision

Preferred
Skills and Experience:

Ability to work in French
Previous work experience in a
developing country and/or rural area
Professional experience in the health
sector
