The

Global
Communities seeks an experienced Chief of Party (COP) for an anticipated
USAID-funded rural sanitation project in Rwanda. The objectives of the project
include working with the Governmen

t of Rwanda to improve access to, and
encourage correct and consistent use of, household sanitation and hygiene
facilities in order to decrease childhood stunting. The project will utilize
private-sector-driven household sanitation and hygiene interventions and
incorporate capacity building at the district and national levels.

Responsibilities
The
Chief of Party (COP) will lead efforts to collaborate and coordinate with other
USAID/Rwanda
projects, other donor and NGO-sponsored activities, and the GoR. The COP
is
intended to be a seasoned WASH-sector professional. He/she will serve as the
institutional
liaison
and will be responsible for strategic oversight of the project. The following
qualifications
apply to this key personnel position:
Requirements:
  • Ten
    years professional experience, with progressively
    increasingresponsibilities and duties in fields related to the successful
    implementation ofprojects, including WASH technical assistance, local
    governance, privatesector capacity building for improvement of WASH
    services, and/or behaviorchange communications is required.
  • An
    advanced graduate degree in a related field of study (e.g. environmental
    orcivil engineering, public health, business administration, governance,
    etc.) isrequired.
  • Proven
    experience as a past COP or in a leadership position involving
    theadministration of similarly sized, international donor supported
    programs withskills in strategic planning, management, supervision, and
    budgeting isrequired.
  • Proven
    ability to communicate a common vision among diverse partners andthe ability
    to lead multi-disciplinary teams is desired.
  • Evidence
    of strong communication skills, both oral and written, to fulfill
    thediverse technical and managerial requirements of the agreement is
    desired.
