Rwanda is active in the sectors of Decentralization and Good Governance,
Economic Development and Employment Promotion, Energy and Rights-based Program.

GIZ
is searching a candidate for the position of National Advisor for the
Rights-Based Program (RBP). This is a limited term position.
The
National Advisor, under supervision of the Head of Program is responsible:
1.
Responsibilities
  • Providing
    technical support to Head of Program and Development Advisors (DA) in
    implementing the Rights-based Program (RBP)
  • Ensuring
    the impact monitoring of the RBP, by collecting relevant reports and
    materials and feeding them into the monitory system of the RBP, including
    the web-based monitor
  • Preparing
    three-monthly monitoring reports to be presented at Steering Committee and
    team meetings
  • Preparing
    Technical and organizational trainings and workshops with and for partner
    organizations in cooperation with Development Advisors of the program
  • Supporting
    the Development Advisors in implementing the Capacity Development strategy
    of the RBP
  • Supporting
    the knowledge management and internal learning of the RBP, by collecting
    and editing good practices, success stories, and other materials
  • Compiling
    and writing of a manual on the Rights-based Approach (RBA) under the
    guidance of the Head of Program and the communication officer

Tasks
A.
Professional advisory services
  • Gives
    technical input on the implementation of the Rights-based Program inter
    alia through:
  • Defining
    learning and innovation processes / institutional learning;
  • Improving
    learning results;
  • Change
    management;
  • Organizing
    RBP meetings such as operational planning, mid-term review and evaluation
    and report on achievement of objectives;
  • Reviews
    concept notes and budgets submitted by partner organisations and ensures
    overall quality
  • Formulates
    terms of reference, participates in the identification and selection of
    local consultants and supervises quality of service delivery
  • Designs,
    prepares and implements workshops, seminars and other events related to
    the RBA
B.
Knowledge management

The National Advisor
  • Analyses
    media and research reports with a view on relevance for the program
  • Formulates
    appropriate input for various program reports including annual reports,
    and contributes to the other reports/publications as required by the Head
    of Program and GIZ Head Office
C.
Other duties/additional tasks

The National Advisor
  • Represents
    the Head of Program at meetings if requested, for example during absences
  • Performs
    other duties and tasks at the request of management
Required
qualifications, competences and experience
Qualifications
  • Master
    Degree e.g. MSc in an area that is related to the programmes’ objectives,
    i.e. Human Rights, Governance and Capacity Development, with a focus on a
    relevant field or Bachelor degree with extensive experience in comparable
    positions
  • Proven
    knowledge of the Rights-based Approach and Capacity Development of Civil
    Society
  • Proven
    experience in compiling, editing and writing reports and communication
    materials
  • Experience
    in conceptualising and conducting trainings
Professional
experience
  • At
    least 4 years’ professional experience in international development in
    relation to human rights and civil society (preferably in Africa), with at
    least 3 years’ professional experience in a comparable position
Other
knowledge, additional competences
  • Fluent
    written and oral knowledge of English; French and Kinyarwanda
  • Willingness
    to upskill as required by the tasks to be performed – corresponding
    measures are agreed with management
