worldwide in the field of international cooperation for sustainable
development. GIZ International Services (IS) is an integral division of GIZ. We
offer the experience, the regional and technical know-how of GIZ in the global market
and provide international clients with expertise in terms of economic and
result-oriented services. GIZ invites nominations and applications for the
position of Head of Administration at the newly to be founded Yekepa Vocational
Training Center (YVTC), Liberia.
Aim of the YVTC is the development of
capacities of youth and young adult Liberians in trades that are in dire demand
in the country. As capacities are very low, training of local trainers will
form an integral part of the project.
Your tasks
The Head of Administration (m/f) will
report to the Director of the YVTC and will have responsibility for managing
all accounting, procurement, local staff and general administrative duties,
particularly:
During the set-up of the VTC (from
contracting start up to August 2014, together with the Director of the
YVTCElaboration and implementation of all administrative processes concerning
local staff management (recruitment and management), financial management,
procurement and the general operation of the YVTCElaboration and implementation
of financial and procurement management processesDevelopment of administrative
trainee management processes (recruitment, administration of entry tests,
complaints management, etc)During the operation of the YVTC (from September
2014 onwards, the tasks can be divided into four main categories, but are not
exhaustive
Financial Management
  • Processing
    all financial transactions of the College, e.g. budgeting, accounting,
    financial monitoring, controlling, financial analysis, internal quality
    control.
  • Introducing,
    implementing and maintaining standards, instruments and processes in the
    financial field
  • Preparation
    of the draft annual budget and related reports
  • Preparation
    of regular financial reports
  • Supervision
    of service providers for eg. gardening, kitchen, security
Administration Management
  • Administration
    of Trainee Selection
  • Administration
    of Trainee records
  • Administration
    of Trainee representation (Trainee Council)
  • Performance
    monitoring and guidance services
  • Supervision
    of dorm and cafeteria services
Facility Management
  • Room
    planning for efficient organization of training
  • Maintenance
    planning and supervision for the facilities and equipment
  • Oversight
    of dorm and warden organization
HR Management
  • Recruitment
    of local staff (with assistance by the client)
  • HR
    development planning and implementation for local staff
  • Public
    Relations and Marketing
  • Staff
    appraisal system for local staff
Your profile
  • A
    graduate qualification in an appropriate field, such as accounting,
    finance, administration, vocational education or management.
  • Proven
    track record (at least 7 years) in financial management, HR management and
    administration
  • Professional
    Experience in development cooperation and/ or with international
    organizations or in an international environment
  • Strong
    organizational and time management skills
  • Honesty
    and a high level of integrity.
  • Strong
    numeric and communication skills, both in spoken and written English.
  • Very
    good communication and intercultural skills
  • Culturally
    adaptable and ready to live and work in a remote rural setting.
  • Experience
    in the West Africa region would be an asset.
  • Proven
    academic leadership, administrative ability, and experience;
Assignment period
3,5 years with a starting date as soon
as possible, but most probably not later than April 1st 2014
