According to its Vision 2020, the Government of Rwanda aims at becoming a middle income, and export- and service-oriented economy, operating as a knowledge-based service hub by 2020. However, Rwanda’s economy continues to be characterized by a substantial lack of qualified workforce, especially in the technical sectors. The transformation of Rwanda’s economy has therefore to go hand in hand with changes in the skills set of Rwanda’s labor force.

In the light of the limited coverage and large underdevelopment of Rwanda’s current Technical and Vocational Education Training (TVET) system, the Swiss Agency for Development and Cooperation (SDC) is initiating a program to address the structural insufficiencies of the labor market: “promoting skills development and employment creation in the Great Lakes region”.

The program aims at contributing to increase employment and income generation of the rural population by improving their access to quality and labor market oriented vocational training. Following are the expected outputs of the project:
• Increase accessibility for rural population and expand vocational skills offer
• Improve quality and quantity of available training provision with emphasis to include disadvantaged groups (Training of Trainers, develop new curricula, offer continuous training)
• Develop the institutional capacity of the relevant institutional system and its key actors (Workforce Development Authority; Integrated Polytechnic Regional Centers; local private sector; etc)
• Contribute to establish a certification system valid in the whole regional labor market
• Support the involvement of the private sector in the TVET-sector in offering internships for TVET-students and placements for graduates and providing continuous trainings for its employees.

According to Rwanda’s TVET policy, the following employment sectors are given priority: Hospitality and Tourism, Construction and Building Services, ICT, Technical manufacturing, Assembling and Servicing sector, Agriculture and Food Processing, Beauty and Aesthetics, Art and Craft and Renewable Energy and Water Management.

The program foresees at national level a close collaboration with the Rwandan Workforce Development Authority (WDA) and will at local level focus mostly on the districts of the Western Province. At the province level, the program will cooperate in particular with the local governments, the Integrated Polytechnic Regional Centers (IPRC) for better identification, alignment and harmonization of the support with the beneficiary needs, and Vocational Training Centers.

GIZ International Services has been invited to tender for the program.

Your tasks
You are member of a team of national and international experts and in charge of
• Facilitating the work of public institutions and other partner organizations in the Rwandan TVET sector and the private sector by providing technical assistance, expert advice and support in their capacity building
• Curricula Development and coordination of involved short term consultants
• Development and introduction of a standardized certification system which can serve as model for the whole region (EAC)
• Ensure access for local partners to Swiss and other training networks

Your profile
• University degree in social science, education, economy, engineering or related discipline
• At least 5 years experience in supporting TVET sector and Labor Market in developing countries, preferably in Sub Sahara Africa
• Profound experience in curricula development
• Profound experience in development and introduction of standardized certification systems in the context of TVET
• Profound experience in capacity building of relevant public and private organizations
• Strong communication and presentation skills
• Language Proficiency – fluent English and French skills

Duration
The intended commencement date of the project is envisaged for October 2012, and the period of execution of the contract will be 36 months.
