Background:
Under the direct supervision of the UNFPA Representative of the Liberia Country Office the GBV Specialist provides programmatic and technical support for coordination to ensure strong partnership and collaboration with the UN as well as with national/ international counterparts in combating Gender-Based Violence (GBV) and addressing the clinical and psychosocial aspects. The incumbent plays a significant role in the strengthening of the country office capacity to deliver on the expectations as well as consolidate contributions from all other partners and stakeholders including addressing gender issues and specifically focusing on the GBV joint programme in which UNFPA is the lead agency. The GBV specialist shall provide advice in all aspects of the Programme management and operations of the gender portfolio and facilitate programme implementation and delivery as well as ensuring active participation, coordination and achievement of visible results.
Main Tasks and Responsibilities
I. Partnerships and Coordination
• Works in close collaboration with the Ministry of Gender, Ministry of Health, the Ministry of Justice, Judiciary, Prosecution, Police, the UNCT and other stakeholders to strengthen and facilitate inter-agency, multi-sectoral GBV prevention and response interventions at national, county, and local levels.
• As a member of the UNFPA senior management team represents UNFPA at relevant inter agency meetings including, the UN Joint Programme on SGBV, Gender Technical Working Group, SEA, GBV Task Force, Paralegals Task Force and other related meetings.
• Provide technical support in developing and implementing a multi-sectoral and coordinated GBV prevention and response program to include referral and reporting mechanisms, information sharing, coordination, and monitoring/evaluation.
• Works closely with relevant divisions and branches in UNFPA Headquarters, especially the Humanitarian Response Branch and in the Africa regional and sub-regional offices, as well as with the intra-UN initiative “UN Action against Sexual Violence in Conflict”.
II. Technical Support and Programming
• Coordinates and supports the coherent and effective implementation of the GBV/Gender component of the CPAP, using a results-based approach incorporating creativity, innovation, and responsiveness to the needs, and thorough monitoring and reporting.
• Collaborates with other stakeholders and partners, in Government institutions, the donor community and the civil society, to ensure mainstreaming of culture, gender and human rights in all population and development programmes and policies.
• Provides technical support to the country office, the UN and other partners aimed at capacity building and institutional strengthening.
• Supports and advises the country office management and builds knowledge and programming practices in relation to GBV/Gender through information sharing and facilitation of external and internal trainings aimed at multi-sectoral prevention and response.
• Provides technical support to the development of relevant legislative, policy and advocacy documents to address GBV in the context of broader gender (inequality) issues.
• Assists in writing proposals and engaging in resource mobilization efforts to support joint programming and the UN Delivering as One initiative.
• Responsible for the overall coordination, design and monitoring of GBV/Gender component of the work of UNFPA in Liberia.
III. Monitoring, Evaluation and Reporting
• Analyzes and reports on programme and project progress in terms of achieving results, using existing monitoring and evaluation tools and introducing new mechanisms and systems; identifies constraints and resource deficiencies and recommends corrective action.
• Supervises preparation by implementing partners of annual and other periodic work plans and monitors and evaluates progress according to the Project monitoring plan, including contracts with UNFPA partners towards projected programme results, and documents and applies lessons learnt to close the gaps.
• Monitors projects expenditures and disbursements to ensure delivery is in line with approved project budgets and to realize targeted delivery levels, and coordinates timely delivery of quality project and financial reporting and ensures adequacy with finance and activities.
• Undertakes regular monitoring missions and meetings with relevant actors including project partners in assessing the GBV trends, patterns and advises on the prevention and response strategies.
• Provides technical support to the GBV coordination groups in developing and implementing GBV Incident Report and referral pathways as needed and participates in joint assessment missions and trainings.
• Perform other duties as required.

Qualifications and Experiences Required
• Advanced University Degree or equivalent in social anthropology, law and women’s rights, sociology, gender, cultural studies, or other directly related field of study.
• 7 years professional experience preferably in legal affairs, gender or management of GBV issues with at least 3 years at the international level
• Understanding of human rights dimensions of gender and GBV
• Wide experience in programming for gender mainstreaming and/or for gender issues
• Experience in GBV/VAW programming and response
• Knowledge and experience in working with NGOs, CSOs and women’s groups on gender and GBV related issues
• Demonstrated ability to networking and building partnerships with UN agencies, bilateral organizations, governments, INGOs, local NGOs, CSOs and women’s groups’ as well as with academic and development community
• Demonstrated expertise in policy dialogue at all levels
• Demonstrated ability to use management and monitoring tools
• Familiarity with the UN system and/or experience of working with an international organization is an advantage
• Excellent communication skills, including oral and written English. Knowledge of another UN Language an advantage.
• Proficiency in current office software applications.
