Duties:
Under the overall supervision of the FAO Representative and the authority of the Minister of Agriculture, and technical supervision of the Lead Technical Unit (FIPM) and in collaboration with the other project staff, the
Consultant will be the main field-based resource for the overall supervision of the activities. Being the technical representative of the NPC in the project site the outreach officer will undertake the following tasks:
• Meet and work with designated authorities of the Ministry of Agriculture to acquire by documentation suitable land for the pilot demonstrations from Local Authorities and selected Community Residents of Buchanan, Grand Bassa;
• Conduct the sensitization activities/awareness raising campaigns prior and during inception of the project on the projects objectives and approaches/measures, the gender dimension in its technical field and keep posted as relevant, the local authorities before an inception of any field activity
• Plan the timely purchase and availability of local inputs and provide inputs in the procurement of equipment and supplies to be ordered outside Liberia;
• Participate in the identification of the NGO and in the process of recruitment of other national resource persons
• Assist in preparing and organizing training workshops, and coordinate effectively the implementation of income generating activities of the beneficiaries, especially mobilizing the national partners in the pilot testing for a proper preservation of fish
• Support the legalization process of the FBO and ensure the equitable representation of women on the board
• Act as the main responsible trainer in the component in basic fish handling, construction and use of improved clay-mud fish smoking oven;
• Participate in some training sessions in organizational development with the NGO
• Assist in and ensure follow up to the pilot testing by the TCDC consultant fish quality assurance
• Draft the management plan for the community in view of the acquisition of the equipment in Upper Buchanan
• Prepare monthly, quarterly reports during the project cycle on the progress of field activities as well as terminal report at the end of the implementation to be consolidated by the NPC; and
• Perform any other tasks relevant to the achievement of the project’s objectives and as deemed by the FAO Representative and the Lead Technical Unit (LTU).

Job Requirement:
Desired qualification and experience: University degree in Fisheries, agri-businesses or related topic, with institutional and commercial experience in fish processing and/or marketing, and with at least seven years experience in community mobilization and gender-related issues in rural development in West Africa and in other FAO implemented projects. Excellent command of English and computer literacy are required.

Duty Station: Buchanan Grand Bassa County, with regular visits to Monrovia.

Duration: Effective at date of starting to the end of implementation (15 Months)
