Roles
and responsibilities:

Maintain accounts on IFMIS for all transactions under the “Rwanda Strengthening
Social Protection” project
• Manage the Designated Account in LODA, ensure that project accounts are
established in all Districts;


• Ensure that financial management systems and procedures required to comply
with the agreement between the World Bank and the Government of Rwanda are established
in all Districts;
• Process withdrawal applications under the World Bank’s Client Connect system;
• Ensure that key finance reports are prepared monthly, quarterly, semi
– annually and annually, including o Statement of assets and liabilities, including
amounts receivable/owing o Cash flow statement o Income and expenditure
statement o Budget variance analysis
• Ensure that key internal controls are in place in LODA including (i)
authorisation of all transactions prior to posting (ii) regular bank
reconciliations (ii) numerical sequences of documents ate complete (iii)
invoice, cheque, contract and asset registers are in place and are up to date
(iv) risk register is up to date
• Ensure that all accounting records are (i) complete with all supporting
documents, (ii) properly filed in a manner which means they are easily
retrievable as required
• Work with internal and external auditors to provide assurance that the
accounting systems are working effectively; • Support the World Bank missions
to review the project by preparation of reports and analysis;

Job Profile
Key
Selection Criteria
A0
in Business Administration, Accounting, Finance, with 7 years of working
experience in public finance management, financial management procedures and
regulations or Masters in the same fields with 5 years of working experience in
public finance management, financial management procedures and regulations
• Knowledge of Generally Accepted Accounting Principles (GAAP) and practice;
• Familiarity with the preparation of financial statements according to
Government accounting policies
• Detailed knowledge of the Government of Rwanda’s public financial management
law and regulations
• Knowledge of World Bank PFM guidelines, accounting and reporting requirements
is an added advantage
• Excellent practical accounting skills, able to write up books of account,
carry out bank reconciliations maintain, asset registers etc
• Strong IT skills, knowledge of Smart IFMIS, able to work with major database
systems, financial management systems and Excel and power point especially;
• Analytical & complex problem solving skills;
• High ethical standards, exercises good judgment;
• Attention to detail, works meticulously in a systematic way
• Team working skills;
• Communication skills;
• Time management skills
• Fluent in Kinyarwanda, English and/or French
