General Position Description:
The Finance and Admin Manager is responsible for oversight and day to day management of all aspects of the finance department. This position works closely with senior staff and program managers to ensure smooth coordination across departments and in support of EQUIP Liberia’s mission, as well as compliance with all donor and NGO policies and procedures.

Key Responsibilities:
§ Provides professional financial guidance in ensuring compliance with donor and NGO policies, procedures, and practices
§ Interacts with external partner agencies and implementers
§ Prepares and reviews budgets while ensuring spending is in line with project and overall annual budgets
§ Ensure monthly financial reports and spending updates are prepared accurately, on time and sent to the Country Director, project managers, donors and others concerned, to maximize efficiency and transparency.
§ Ensures regular reconciliation and controls over EQUIP’s assets, cash, and bank accounts, petty cash, etc. are in place and cash counts and reconciliations are done faithfully as per daily, weekly and monthly schedules.
§ As a member of the senior management team, he/she will contribute to EQUIP’s strategic leadership and will build the capacity of national staff
§ Provides advice to the Country Director on financial matters, particularly the weekly and monthly review of the projects balance sheets, issues arising and financial status.
§ Assists the project managers with financial information, policy advice and donor contract requirements to ensure the success of the projects. Provides advice & provides expertise at the project/program budget proposal development, monthly reporting and final submission stage.
§ Effectively stays abreast of donor policies, procedures, rules and regulations and compile and update an applicable compliance manual and training program for EQUIP and partner staff
§ Hires, trains and supervises finance staff

Required Qualifications:
§ University degree in finance, accounting, business administration or equivalent
§ Finance and accounting specialization
§ Three to five years experience in a similar position, preferably with an NGO in project management.
§ Demonstrated experience in financial and grants management, budget control and knowledge of the requirements of donor organizations such as USAID, DFID, UN and EU
§ Understanding of the international humanitarian system
§ Knowledge of accountancy, treasury management and budget management.
§ Proficiency with QUICKBOOKS finance software
§ Knowledge of other management computer programs (Advanced Excel, Word, PowerPoint, Internet and e-mail)
§ Proficiency in written and spoken English
§ Demonstrated team building experience and strong cross cultural orientation
§ Excellent management skills and experience

Preferred Qualifications:
§ Advanced degree in finance or business administration.
§ Knowledge of EQUIP Liberia’s work and Liberian fiscal legislation

Working Conditions:
§ Contract of employment: One year with option to renew annually
§ Working Hours: 48 hours per week
§ Salary range: $3,000 to $3,500 plus benefits, depending on qualifications and experience
§ Working location: Monrovia, Liberia

Additional Information:
§ This position requires living in a Monrovia, Liberia and may consist of trips into rural parts of Liberia to visit field offices. The applicant should be willing to live in primitive conditions and must adhere to EQUIP Security procedures as well as EQUIP’s Code of Conduct.
