SUMMARY:
As member of the
ROADS (Regional Outreach Addressing AIDS through Development) Project team
within the FHI360/Rwanda Country Office and under the supervision of the
Associate Director, ROADS Francophone Countries, the incumbent will be
responsible for managing the Rwanda component of a regional community-based
public health program for prevention, care and impact mitigation pertaining to
HIV and AIDS, family planning (FP) reproductive health (RH), maternal and child
health (MCH), malaria, etc..
KEYS RESPONSIBILITIES:
  1. Manage the day-to-day operations
    of the FHI 360/ROADS II Project in Rwanda, including general financial
    oversight and programmatic monitoring under the direction of the
    Association Director, ROADS/Francophone Countries.
  2. Help ensure that ROADS II
    programming in Rwanda complies with priorities and systems of Government
    of Rwanda, USAID, FHI 360/global rules and regulations, and FHI360 Country
    Office frameworks, and that systems are in place so that each implementing
    agency fully complies with programming, implementation, reporting and
    evaluation procedures.
  3. Provide ongoing
    programming/technical support and guidance to build the capacity of ROADS
    II local implementing agencies in the implementation of community health
    activities.
  4. Conduct appropriate monitoring of
    subprojects to achieve financial, administrative, and programmatic goals.
  5. Participate in resource
    development efforts to identify Resource Development opportunities and
    participate in proposal development, if necessary.
  6. Perform other duties as assigned.
CONTRIBUTIONS
Contribute to the
Division’s annual strategic planning, work planning and budgeting processes, as
well as support for district coordination, planning and monitoring activities,
etc.
    1. Act as liaison with relevant
      private and public organizations, the National AIDS Control Program and
      other government agencies, USAID, and other partners regarding Rwanda ROADS
      Project activities.
    2. Oversee the design of subproject
      activities (including the participation in preparation of budgets,
      implementation schedules, and evaluation criteria).
    3. Ensure the identification of
      appropriate consultants and staff to provide necessary technical and
      management assistance for the programs.
    4. Manage Country Office staff and
      supervises them.
    5. Ensure that programming
      activities are aligned with National, Districts, and USAID keys
      priorities.
    6. Provide leadership and team
      building at the project level.
EXPERTISE
AND COMPLEXITY
:
  • Knowledge of and experience with
    the design, management and implementation of public health programs
    including HIV/AIDS prevention, care and support, mitigation efforts for
    people living with HIV and orphans and other vulnerable children (OVC),
    MCH, FP, and community development.
  • Sensitivity to cultural
    differences and understanding of the socio-economic and political
    situation in Rwanda and the ethical issues surrounding HIV infection.
  • Proven facility to coordinate
    program activities and manage projects of non-profit / non-governmental
    organizations.
  • Familiarity with GOR and
    donor-funded programs and their communications styles.
  • Ability to organize systems to
    monitor administrative as well as project results.
  • Capacity to perform independently
    with initiative to manage high volume work flow while also working well
    with others, to develop and maintain compatibility among project staff,
    subcontractors, consultants, and recipients of assistance.
  • Verbal, written, organizational
    and analytical skills.
  • Relevant language skills: English
    fluency required, and French proficiency preferred.
    • Relevant computer software
      skills.
TYPE
AND NATURE OF CONTACTS:
  • Represent FHI360 to external
    organizations at professional meetings and conferences as assigned.
  • Maintain constructive dialogue and
    technical exchange with field counterparts and technical staff of
    implementing partners.
  • Frequent interaction with other
    FHI360 staff in Rwanda and at FHI360’s regional office (Nairobi) to
    resolve problem situations with tact.
  • Routine coordination with FHI360
    employees and consultants, on-site and in the field.
  • Develop and maintain compatibility
    among FHI360/Rwanda staff, subcontractors, consultants, government
    representatives, local health and research professionals, and recipients
    of assistance.
 SUPERVISORY
AND BUDGET RESPONSIBILITY:
  • May supervise four or more staff
    members.
  • Will play a lead role in financial
    management of a budget of approximately US$ 3 million per year, including
    over a dozen sub-grants to local organizations.
 WORKING
CONDITIONS AND PHYSICAL REQUIREMENTS:
  • Usual office work; Ability to
    travel domestically and/or occasionally internationally for conferences
    and workshops.
MINIMUM
REQUIREMENTS:
  1. Capable of performing the
    responsibilities of a Senior Technical Officer, Grade 7 and Senior Program
    Officer, Grade 7.
  2. Education/Experience:
  • BS/BA in public health or related
    field, and 5 – 7 years relevant experience (development programs and field
    work) with senior level project/program management experience
  • or MS/MA in public health or
    related field, and 3 – 5 years relevant experience (development programs
    and field work) with senior level project/program management experience.
  1. Experience and qualifications must
    reflect knowledge, skills and abilities listed above, including written
    and speaking English fluency (and French proficiency is also desired).
