POSITION SUMMARY:
As a member of the
Strategic Information (Si) unit and in close collaboration with the Roads to a
Healthy Future (ROADS III) Project staff, conducts day-to-day quality control
and processing of data for routine monitoring and operations research (OR) on
select intervention-studies.
KEY
RESPONSIBILITIES:
- Ensure that data
collection and data flow is implemented in accordance with FHI 360’s established
data management system and that it meets ethical and quality standards as
per the protocol of the intervention-study on STIs with Commercial Sex
Workers (CSW). - Provide training and
technical assistance to assigned implementing partners (IPs) for routine
monitoring and OR, including to help with data entry into the FHI360
database software. - Follow-up with FHI
360/ROADS-supported IPs in the assigned “site” to obtain monthly
and/or weekly data in a timely manner; and track their status. - Participate in FHI360
survey and coordinate the data collect activities - Ensure database
maintenance within the FHI 360 office. - In collaboration with
the ROADS and other SI staff, clean the data received from the assigned
IPs and conduct regular quality assurance measures, including supportive
supervision for quality data and regular Data Quality Audits (DQAs) with
proper feedback mechanisms. - Conduct timely and
accurate data entry and/or compilation of ROADS IP project monitoring and
study data for the assigned “site.” - As requested, extract
data sets or generate reports from MI 360 databases (for donor reports,
submissions to HQ or the Regional FHI 360 office, management decisions,
technical abstracts, etc.). - Maintain proper filing
(hard and soft) of data management forms and templates, project data
collection/summary reports, Data Correction Forms, and electronic data
sets, etc. (as applicable). - Conduct other duties, as
assigned
CONTRIBUTIONS:
- May provide input on
data management processes and tools as well as research protocols. - Help develop and/or
review sub agreements with IPs. - Contribute to the
preparation and production of reports and presentations. - Assist in responding to
requests from government of Rwanda, donors and/or FHI 360/HQ. - Represent ,FHI 360 in
various stakeholder meetings and workshops pertaining to M&E/SI/Data
management. - Assist with organization
of meetings, trainings and special events sponsored by FHI360 or partners.
KNOWLEDGE, SKILLS
AND ABILITIES:
- Report to supervisor on
variances and status on regular basis. - Use judgment to execute
duties and responsibilities, and prioritize tasks. - Has knowledge of data
processing, fluent in statistics or mathematics, and relevant ‘computer
software skills including proficiency with Microsoft Word, Excel, Access
and Epilnfo, STATA, SPSS, and other relevant statistical packages. - Familiar with basic
aspects of research methodology -and—study_ design, and/or previous
experience with research studies in some capacity: - Experience with data
management: data entry, data analysis, data cleaning, data quality audits
and processing of routine monitoring data. - Excellent communication,
organizational and analytical skills, with high attention to detail. - Familiarity with public
health sector; and experience in reproductive health/HIV-AIDS development
programs preferred. - Shows sensitivity to
cultural diversity and understanding of the political and ethical issues
in assigned areas, e.g. reproductive health, family planning, HIV infection.

integrated office structure featuring matrix management (e.g. report to a
technical area team vertically, while horizontally supporting a project

MINIMUM REQUIREMENTS:
- Ability to serve the
function of “Data Entry Clerk” at minimum. - Basic information
technology (IT) skills and ability to use statistical software packages
and databases. - Kinyarwanda and French
or English fluency. - Education/Experience:
Associates Degree
(2-3 year’s University degree) in statistics, mathematics, demographics, or
related field plus 2 – 3 years relevant work experience;

LOCATION: Kigali/Rwanda
JOB SUMMARY:
As member of the
ROADS (Regional Outreach Addressing AIDS through Development Strategies) –
Rwanda Project team and under the supervision of the Chief of Party ROADS III
& POC FHI
360 Rwanda, the
incumbent will be responsible for overall technical management of Rwanda
component of community-based public health program for prevention, care and
impact mitigation pertaining to HIV and AIDS, family planning (FP) reproductive
health (RH), maternal and child health (MCH), etc.
KEYS RESPONSIBILITIES:
- Responsible for the HIV
prevention component of the ROADS III –Project - Under direct supervision
of the Chief of Party, provide technical support to FHI 360/ROADS Project
implementing partners and provide Leadership/supervision of other project
technical staffs under his/her direct supervision. - Help ensure that ROADS
HI programming in Rwanda complies with priorities and systems of
Government of Rwanda, USAID, FIR 360 rules and regulations, and FHI360
Country Office frameworks. - Provide ongoing
programming/technical support and guidance to build the capacity of ROADS
III local implementing partners in the implementation of community health
activities. - Conduct appropriate
monitoring of project implementation to achieve financial, administrative,
and programmatic goals. - Participate in resource
development efforts to identify opportunities for funding and participate
in proposal development, if required. - Insure the planning,
avail the program documentation and prepare reports for GoR, FIB 360
Regional office and Donors. - Participate in the HIV
prevention technical working group and other TWG in the Ministry of health - Ensure that programming
activities are aligned with National, Districts, and USAID keys
priorities. - Perform other duties as
assigned.
CONTRIBUTIONS
- Contribute to the
Division’s annual strategic planning, work planning and budgeting
processes, as well as support for district coordination, planning and
monitoring activities, etc. - Oversee the design of
subproject activities (including the participation in preparation of
budgets, implementation schedules, and evaluation criteria). - Ensure the
identification of appropriate consultants and staff to provide necessary
technical and management assistances for the programs.
EXPERTISE AND
COMPLEXITY:
- Knowledge of and
experience with the design, management and implementation of public health
programs including HIV/AIDS prevention, care and support, mitigation
efforts for people living with HIV and orphans and other vulnerable
children (OVC), MCH, FP, and community development. - Sensitivity to cultural
differences and understanding of the socio-economic and political
situation in Rwanda and the ethical issues surrounding HIV infection. - Proven facility to
coordinate program activities and manage projects of non-profit / non-
governmental organizations. - Familiarity with GOR and
donor-funded programs and their communications styles. - Experience with field work
in collaboration with Districts, CDLS & Health facilities. - Ability to organize
systems to monitor administrative as well as project results. - Capacity to perform
independently with initiative to manage high volume work flow while also
working well with others, to develop and maintain compatibility among

Building Officer

JOB SUMMARY:
As member of the
ROADS (Regional Outreach Addressing AIDS through Development) Project team
within the development Country Office and under Development on of the Chief of
Party ROADS III Rwanda, the incumbent will be responsible for the capacity
building component of the ROADS Ill project. She/he will be responsible for the
direct provision and/or technical assistance to FH1 360/ROADS III sub grantees
in Rwanda, ensuring local implementing partners have the organizational and
technical capacities to manage HIV prevention programming over the long term.
KEYS RESPONSIBILITIES:
- Oversee review of the
capacity needs of implementing partners; - In collaboration with
implementing partners and other technical staff, develop and monitor
annual capacity building plans and ensure-their implementation; - Define capacity building
strategies to address identified gaps; - Amend and/or propose new
tools to be used in this domain - Plan, organize and, with
support from staff and other external resource persons, lead and/or
coordinate the training and capacity building activities in multiple
domains such as: training of trainers, HIV prevention. Reproductive
Health, Family Planning, Maternal and Newborn Child Health, management and
leadership essentials, institutional policies and procedures, quality
assurance (QA)/quality improvement (QI) and M&E, project reporting and
documentation, financial management, Contract and Grant management. - Organize meetings,
conferences and other collaborative events with partners and key
stakeholders aimed at facilitating information sharing and capacity
building of partners; - Create the graduation
matrix and set graduation criteria by year - Produce regular
documentation on achievements, challenges and lessons learnt in capacity
building; - Develop and oversee
implementation of a graduation/exit plan for partners; - Ensure timely submission
of all required capacity building project reports and deliverables; - Perform other duties as
